Summary:

Esk’etemc is a First Nations community located
in central BC. The administrative office of Esk’etemc is located on IR#1
(Esk’et), about 50 kms south of Williams Lake, BC on the east side of the
Fraser River at Alkali Lake. Since 1994, Esk’etemc has been in the 6-stage BC
treaty process, and is currently at Stage 4 (Agreement-in-Principle).

Esk’etemc is seeking a
part-time GIS technician to help provide technical support to Ecotrust Canada
in building a Geographic Information System Unit to integrate lands and
resources inventory information that can be used for treaty negotiations and
other governance-related decision-making processes.

Duties and
Responsibilities:

Esk’etemc is seeking an
enthusiastic, self motivated individual who is willing to learn, build capacity
and thrive on challenge while working in a team environment. You will
receive training from and work closely with the staff from Ecotrust Canada.
Your duties will include responding to a variety of data preparation and
mapping requests, along with creating and managing detailed databases and
writing summary and evaluative reports. Candidates must have a positive
attitude, a constant desire to learn, and must be able to work in a fast paced
environment with a focus on quality. On the job training will be provided.

Reporting to the Senior Negotiator, the GIS Technician
will participate in the design and production of digital map products for
natural resource inventory while maintaining various map, tabular and database
layers.  The incumbent will create, maintain and document spatial and
attribute data utilized in GIS applications, collect GIS data, and work
collaboratively to provide interdepartmental GIS services.
Duties will
include: data research, on-screen digitizing, data entry and manipulation, map
production, and other tasks as required.


Other responsibilities include:

Liaise with industry, consultants, internal and
external departments to obtain and provide GIS information to stakeholders to
meet the operational requirements of the department.

·        
Provide regular updates to supervisors, and when requested,
Chief, Council and the
Esk’etemc community

·        
Support of the treaty process

·        
Maintain and update datasets as new information is
gathered

·        
Write interim summary and evaluative report

·        
Present maps, written and oral progress reports at
community meetings

·        
Gather and incorporate information gained at community
meetings

 Minimum
Qualifications

·        
Grade 12 or equivalency

·        
Excellent computer skills

·        
Ability to attend community meetings and work assigned
days on a regular basis

·        
Proven organization, written and oral communication
and administrative skills

·        
Ability to creatively and effectively communicate
ideas and data

·        
Highly motivated self-directed individual

·        
Working knowledge of Microsoft Windows operating system
and Microsoft Office software required

·        
Knowledge of GIS mapping theories, concepts
and application

Desired
Qualifications

·        
Post-secondary degree or diploma – preferably in
Geography/GIS or other Natural Resource related field

·        
Good understanding of Esk’etemc territory, land use, culture, and
social networks

·        
Experience using GIS software programs (ESRI
preferred) for mapping and analysis  

·        
Exceptional troubleshooting abilities

·        
Working knowledge of local natural resources issues

·        
Excellent cartographic communication and data
management skills

·        
Familiar with TRIM, VRI, DRA, CWB and other BC
government datasets

Personal Skills:

·        
Experience working in a First Nations community is a very strong asset

·        
An understanding of First Nations issues in BC is preferred, including
resource access, social justice, and current case law on First Nations rights

·        
Ability to give continuing and meticulous attention to detail

·        
Excellent interpersonal and team participating skills is essential

Purpose and Objectives:

1)
Develop an inventory and database for lands and resources within the Esk’etemc
Territory

2)
Provide the Esk’etemc negotiating team and the community with background
information, maps, summary reports, and analysis that will be useful in the
“land reconciliation” by the Crown and the Esk’etemc during stage
four negotiations

3)
Provide an evaluation of the resources within the Esk’etemc territory

4)
Obtain economic costs feasibility required for future community land and
resource planning

5)
Provide a common base of knowledge on the lands and resources of the Esk’etemc
Territory which can be used by all Parties.

6)
Assist the Parties in the negotiation of the specific provisions of the Land
Chapter and resource Chapters of the AIP and the Final Agreement

7)
Assist Esk’etemc in considering and responding to land and resource referrals
