REQUEST FOR PROPOSALS: CARTOGRAPHIC SERVICES


ORGANIZATIONAL OVERVIEW/BACKGROUND INFORMATION
The Gwich’in Social and Cultural Institute (GSCI) was established as the cultural and heritage arm of the GTC in response to concerns about the decline of Gwich’in culture and language and the need to implement heritage resource issues identified in the land claim (Legislation and Policy). In the fall of 1993, the Institute began operation with the mandate to ‘document, preserve and promote Gwich’in culture, language, traditional knowledge and values.’

The GSCI is a non‐profit society with registered charitable organization status and is governed by a seven member Board of Directors composed of representatives from the four Gwich’in communities and the Gwich’in Tribal Council. The objective of the Institute is to conduct research in the areas of culture, language and traditional knowledge so that this body of knowledge will be recorded and available for future generations and the development of programs appropriate for Gwich’in needs. We believe that this is essential in building new awareness of, and pride in, Gwich’in culture.

GSCI works with the four communities of Aklavik, Fort McPherson, Inuvik, and Tsiigehtchic which all fall within the Gwich’in Settlement Area (GSA), established by the land claim agreement. The Institute also carries out heritage research in the Yukon in traditionally used areas described as the Primary and Secondary Use Areas in the claim.

The GSCI has offices in Tsiigehtchic, Fort McPherson and Yellowknife.

STATEMENT OF PURPOSE
The GSCI is seeking the services of a professional cartographer or graphic designer to create 2 map products from GIS data to showcase ca. 900 Gwich’in named features on Gwich’in traditional lands in both the Northwest Territories and Yukon. The first product will be a single large wall map in the range of 5 feet high and 7 feet wide.

The second product will be a series of 1:250,000 scale maps approximately2 feet by 2.5 feet in size when printed. The maps will all display Aboriginal toponymy using the GSCI’s GIS data and include culturally significant images. Background will be NTS digital data provided by the GSCI. All maps must be easily printed out on a 42” plotter. The purpose of the maps is to inform and engage the public and encourage the use of Gwich’in traditional names. The large wall map will be put on display in local schools, band offices and other Gwich’in offices in the Gwich’in Settlement Area. The 1:25,000 scale maps will be made available to hunters, trappers and other land users.

REQUIRED DELIVERABLES
One large overview map plus a complete set (ca. 25) of 1:250,000 scale maps for the Gwich’in traditional land use area, pdf files of the maps, modifiable map files in native software such as ArcGIS or Adobe Illustrator.

ASSUMPTIONS AND AGREEMENTS
* The project must be completed by October 31, 2011.
* Vendor bids may not exceed $15,000.
* Service provider must work with GSCI in a capacity‐development capacity as well.
* Service provider must be able to demonstrate direct experience working with NWT or Nunavut Aboriginal toponyms.
* Service provider must demonstrate direct experience in creating similar map products for NWT or Nunavut Aboriginal communities or organizations.
* Service provider will provide the required base maps or use ones available from GSCI.
* All map deliverables in draft and final format to be approved by GSCI.
* Billing for services and products completed will be submitted at the end of each month.
* All work will be conducted in service provider’s offices, no travel or postage will be billable. All data will be transmitted electronically or in digital format.

REQUIRED PROPOSAL FORMAT
The proposal must contain a link to an on‐line portfolio or digital images of maps as a portfolio; a cost estimate; and references. Proposal must be digitally submitted via email.
