Job Description

General Accountability

The Geomatics Co-ordinator is responsible to the Manager of Resource Science, Information and Policy for development, co-ordination, and administration of the GRCA’s Geographic Information Systems (GIS) software and spatial data infrastructure.

Specific Accountabilities

1.        Business Development: Work with other information technology professionals and senior staff in the analysis and evaluation of current business processes and formulation of alternative solutions. Participate in the development and maintenance of the GRCA’s information technology strategic plan. Liaise with municipal partners, vendors and industry officials to enhance GRCA’s profile.

2.        Spatial Data Development, Project Management, Co-ordination and Support: Lead in the development of spatial data standards. Work with other information technology professionals in the integration of spatial data into the GRCA’s corporate data model. Liaise with external partners in the development and adoption of industry-wide data standards. Act as project manager for corporate GIS data projects. Recommend and develop methodologies to accomplish spatial data project objectives. Manage data conversion projects including the development of specifications and contracts. Participate in the formulation and maintenance of the GRCA’s data policy. Ensure that data and metadata documentation are complete and available. Align the direction of GIS operations with the GRCA’s strategic direction. Supervise and coach staff.

3.        GIS Software Management: Provide a leadership role in the ongoing development, implementation, and evolution of GIS technology. Work to integrate geotechnologies, including remote sensing, into the daily operations of the GRCA to better service internal and external clients. Analyze and resolve GIS software related problems. Work with Information Technology staff in the installation and configuration of GIS software and hardware, management of data storage structures, data integrity and user access. Ensure compliance with third-party data and software licensing. Maintain systems documentation. Work with Application and Database Developers in the integration of the GRCA’s spatial and non-spatial databases. Maintain up-to-date knowledge of GIS and related technologies. Recommend and develop GIS related content for the Web.

4.        Secondary Duties: Areas included in secondary responsibilities are primarily for the purpose of cross training and backup coverage. Responsibilities include operations of corporate database and GIS Servers.

Job Qualifications

Qualifications:

EDUCATION:        Graduation from recognised post-secondary institution with training in Geography, Computer Science, Resource management, Engineering, Geomatics or related discipline.

SKILLS:        Extensive knowledge of GIS and related Geomatics disciplines. Knowledge of photogrammetry. Solid understanding of programming principles. Strong analytical, documentation, interpersonal and communication skills. Well developed project management skills. Ability to lead a team of Geomatics professionals. Team player. Flexible.

EXPERIENCE:        Expert level experience (six years minimum) with the ESRI ArcGIS suite of desktop products (including ArcMap, Spatial Analyst, 3D Analyst, and Model Builder) supporting advanced spatial analysis, cartography, and data management in a science environment. Experience with Workstation ArcInfo an asset.

Experience and knowledge in designing, implementing and maintaining ESRI server products (including ArcSDE, ArcIMS, and ArcGIS Server Web Applications) in an Enterprise Environment.

Experience in GIS programming with ArcObjects with one or more of .NET, Java, and Python.

Experience with applying Geomatics technology to meet business objectives in a multi-disciplined and multi-objective environment.
