SUMMARY: This position Reports to the Environmental Program Manager; provides GIS and relational database support to staff; develops and maintains Natural Resources GIS; maintains Tribal Water Quality database; supervises GIS data entry personnel.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
- Develop and maintain the Natural Resources GIS: acquire, manage, and organize GIS data from both internal and external entities.
- Ensure accuracy of data and consistent methods of data entry; design, create, update, analyze, and maintain spatial data to support natural resource research and management.
- Design spatial data queries and methodologies to support natural resource research and management; provide cartographic support to office personnel by preparing production and draft quality maps.
- Develop and maintain Tribal Water Quality Database (SQL Server Express) and others (MS Access).
- Ensure accuracy of water quality data; import data from field sensors/lab results into the database; update, analyze, and maintain tabular data to support natural resource research and management.
- Design tabular data queries and methodologies to support natural resource research and management.
- Address requests/exchanges of data from internal and external entities and coordinate personnel use of data.
- Provide research support, including the development of methodologies, statistical methods and analyses, and summaries of findings to address natural resource issues.
- Employ the use of reports, presentations, and maps to communicate the results of departmental research to technical and non-technical audiences.
- Support and enhance GIS and database skills of office personnel.
- Support personnel with GPS data collection including: project planning, accuracy assessment, differential correction, real-time GIS-GPS, and converting data from native GPS file types to GIS file types.
- Collaborate and coordinate with staff from the Northwest Indian Fisheries Commission and other Tribal governments.
- Support personnel in maintaining device and software interoperability; stay abreast of emerging technology and software.
- Coordinate with Information Services department to maintain adequate infrastructure and network support for GIS and database management.
- Coordinate GIS training for office staff, manage GIS software licenses, and manage software/training acquisitions through the Bureau of Indian Affairs.
- Provide training to users as needed on various applications.
- Assist staff with fieldwork as needed; conduct field work independently to support natural resource research and management.
- Address departmental needs for computer equipment taking into account plans for future expansion and new technology.
- Troubleshoot PCs when GIS problems occur.
- Attend regular trainings and meetings to stay affront of advancing technology.
SUPERVISORY RESPONSIBILITIES: This position provides supervision to data entry personnel.

EDUCATION and/or EXPERIENCE: Masters degree in GIS, geography or computer science; or a natural science field with an emphasis on application of ArcGIS environments and database management; and with at least one year of related work experience. OR Bachelors degree in GIS, geography or computer science; or a natural science field with an emphasis on application of ArcGIS environments and database management; and with at least three years of related work experience.
LANGUAGE SKILLS: Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or
boards of directors.
MATHEMATICAL SKILLS: Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
REASONING ABILITY: Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
CERTIFICATES, LICENSES, REGISTRATIONS: Must have a valid Washington State Drivers License.
