POSITION ANNOUNCEMENT
Manager GIS/RS/Data Management Unit
IWMI is currently looking for a highly motivated individual to manage
and lead the GIS/RS/Data Management Unit. The right person is an
innovator, an inspiring leader, a contributor to the larger Information
and Knowledge Group, an accomplished project manager, and an excellent
communicator able to represent IWMI internationally.
It goes without saying that the right person is technically competent
at a high level and can confidently supervise a team of GIS, RS, data
management and software development professionals. He/she will ensure
the highest levels of security, quality, and access to data and
information on IWMI’s wide range of research projects as well as
managing GIS and remote sensing resources across the organization to
provide optimal support for spatial analysis and remote sensing data
processing.

non-profit organization undertaking world-class scientific research.
Working with diverse partners worldwide, IWMI seeks to overcome poverty
through its research on better management of land and water resources.
IWMI has it’s global headquarters based in Colombo, Sri Lanka and has
regional offices located in 12 countries in Asia and Africa.
JOB PURPOSE: The main purpose for this position is to ensure efficient
and effective management of human, financial and technical resources
directed towards: assessment of data and information needs; capturing,
collating, storing and analyzing data and information; and improving
security, quality, access and use of data and information. Managing GIS
and remote sensing resources across IWMI to provide optimal support for
spatial analysis and remote sensing data processing.
DUTIES & RESPONSIBILITIES:
• Lead the development of innovative approaches for gathering, storing,
processing and utilization of data and information on water, food and
environment issues in IWMI and CPWF benchmark basins.
• Manage human, financial and technical resources for GIS/RS/Data Management unit.
• Ensure that Intellectual Property Rights on all data and information sets are heralded and the rights protected.
• Ensure that data management systems are secured against hacking, hardware and software failure and unauthorized use of data.
• Facilitate effective communication among providers and users of data
and information through the establishment of an effective “community of
practice”.
• Link IWMI’s databases with other data and information initiatives
through joint activities with other global and national data and
information providers
• Lead the core GIS and remote sensing support group to provide routine GIS and Remote Sensing Activities in IWMI.
• Coordinate all GIS remote sensing and data management tasks in IWMI
research projects and maintain GIS, RS and data management user
community in IWMI
• Provide technical support on GIS and remote sensing to IWMI researchers
• Maintain, update and allocate GIS and remote sensing software licenses in IWMI
• Provide specialized services to research project for data management and application development.
• Involve in IWMI research projects for information and data management and data harmonization.
• Develop and promote standards (metadata, data quality, data format etc.).
• Develop and improve better and more innovative usage, packaging, access and promotion of IWMI data and related tools.
QUALIFICATIONS, EXPERIENCE, KNOWLEDGE, SKILLS & ABILITIES:
Qualifications:
ESSENTIAL
• MSc or PhD degree in information management, geography, agriculture
or water resources with focus on database and information management.
• Formal or on-the-job training in database, GIS and information management.
DESIRABLE
• Higher degree in management
Knowledge & Experience:
ESSENTIAL
• Experienced in project management focusing application of database, GIS and remote sensing
• Experienced in managing human and financial resources in projects
• Experienced in developing GIS and database management systems
• Experienced in system analysis, system design and supervision of system developments
• Good understanding of database, web technology and water-food-environment issues
• Good understanding of ESRI GIS software and ERDAS Imagine
• Good understanding of open source GIS and web mapping solutions
• Good understanding of metadata standards and software
• Over eight years of relevant experience
DESIRABLE
• Good knowledge of data availability on IWMI and CPWF basins
• Understanding on IP issues for data management
Skills & Abilities:
ESSENTIAL
• Good communicator with excellent written and spoken English.
• Demonstrated ability to interact with data and information providers and users.
• Demonstrated ability to apply spatial analysis in water, agricultural and environmental research
• Strong interpersonal and supervisory skills and ability to motivate team members
DESIRABLE
• Ability to provide training to researchers on GIS and data management
