DNR – GIS MANAGER LEVEL 1

 

INTRODUCTION:

 

Incumbent
is responsible for management and supervision of the Geographic
Information System (GIS/GPS) for the Spokane Tribe’s Natural Resources
Department. Under the general direction of the Forest Manager or his
designee, performs professional technical work for acquisition and
maintenance of digital spatial data of high complexity. Work requires
considerable exercise of initiative and independent judgment in
managing multiple priorities and in coordinating work activities to
meet established schedules and goals. Duties include four areas of
responsibility: geodatabase creation and maintenance; GIS program
management; map creation; GIS analysis; and data acquisition.

 

DUTIES and RESPONSIBILITIES:

Geodatabase creation and maintainance:


  • Develops GIS layers for DNR programs and manages these as personal geodatabases in ArcGIS.

  • Performs regular updates of key layers such as land status, hydrology, etc., ensuring accuracy and consistency in topology and currency in layer attributes. 

  • Creates and maintains thorough and accurate metadata for key geodatabases.

  • Assists DNR staff in developing and maintaining their program geodatabases.



DNR GIS Program Management:


  • Prepares program budgets and reports.

  • Acquires hardware and software to meet DNR GIS and GPS needs.  

  • Logs job and project requests from DNR clients. 

  • Maintains GIS database server.  

  • Maintains GIS and GPS software licenses for DNR programs.

  • Maintains DNR GPS base station.

GIS map creation, GIS analysis and data acquisition:

    • Produces professional quality GIS display maps on request by the DNR director and program personnel.
    • Assists program staff in map production as requested.
    • Maintains plotter hardware for DNR network use.
    • Performs GIS analysis on request by the DNR director and other DNR program personnel.
    • Assists DNR programs in data acquisition through GPS collection, contract services and interagency agreements.

  • Oversees the development of new GIS/GPS analysis methodologies to provide Natural Resources departments with effective decision support services.
  • Coordinates the Natural Resources geographic database with the Tribe’s administration geographic database.
  • Attends project demonstrations, seminars, workshops and other professional opportunities to maintain the necessary level of GIS/GPS expertise.
  • Designs and develops project specific GIS/GPS applications or processes requiring programming and or customization of GIS/GPS applications.
  • Designs, implements, and documents quality control measures for special projects, products, and services.
  • Provides assistance to staff in troubleshooting PC & network problems.
  • Assists staff with GIS, GPS & IT equipment acquisition.
  • Performs other related, similar or logically related duties as assigned or required.

Supervision Received: 

Reports directly to the Tribe’s Forest Manager or designated direct supervisor.

 

Supervision Exercised:

Coordinate interviews, hiring and evaluation of GIS/GPS program staff.

Direct supervision of GIS/GPS program staff, including GIS/GPS Analysts, GIS/GPS Technicians and GIS/GPS Interns.

 

Knowledge for Position:

  • Skilled in Microsoft Windows Server 2003 XP and Vista Operating Systems, as support for client-server GIS/GPS implementations .
  • Knowledge of Microcoft Access as it applies to Personal Geodatabase GIS implementations.
  • Knowledge of the ESRI Personal Geodatabase data format.
  • Knowledge of ArcGIS/GPS data models.
  • Familiarity with ESRI software programming languages.
  • Extensive knowledge of Intel-based computing hardware and TCP/IP networking, and peripheral devices such as large format plotters used in GIS/GPS applications.
  • Extensive knowledge of ESRI’s GIS software products including ArcGIS Desktop and Workstation, ArcGIS Extensions, ArcSDE, ArcView 3.x, ArcView 3.x Extensions and ArcServer.
  • Knowledge of Trimble GPS software and hardware.
  • Knowledge of raster compression and data storage software and methods.
  • Skilled in the use of the Microsoft Office suite.
  • Extensive knowledge of the principles and practices of GIS/GPS, spatial analysis, remote sensing and cartography
  • Knowledge of ESRI ArcGIS/GPS Desktop ArcObjects framework.
  • Knowledge of GPS software, data collection, data management and associated principles and practices.
  • Knowledge of the principles and common standards for geospatial metadata.
  • Knowledge of CAD software and file structures, as they relate to GIS/GPS applications.
  • Knowledge of graphic editing software including Adobe Photoshop as they relate to desktop publishing and GIS/GPS applications.
  • Knowledge of habitat conservation, natural resources, land management and municipal applications for GIS/GPS.
  • Ability to plan, prioritize, coordinate and monitor the workflow of GIS/GPS Program staff.
  • Ability to effectively plan, conduct, administer and track GIS/GPS Program purchasing.
  • Ability to communicate complex geospatial concepts to a non-technical audience.

Work load ranges from moderate to heavy.

Experience working with hierarchical organizations such as tribal, federal or state agencies or the military.

 

Physical Demands and Work Environment:

Work is conducted both in a normal office setting and in a vehicle. Noise level is moderate to loud, depending upon the employee’s location. At times may require field work using GPS equipment in and near roadways and in remote roadless areas. Occasional lifting of computers and their components weighing up to 70 lbs.  May occasionally be required to walk over rugged terrain to acquire or ground truth data.

 

Qualifications:

Technical or professional degree in one of the following:

  • AA Degree in GIS/Computer Technology.
  • Bachelors degree with major in Geography, emphasis GIS.
  • Bachelors degree in Natural Resources field with either a minor or extensive experience in GIS applications.

At least two years of experience in GIS/GPS and database management, or any combination of experience and education that would provide the required knowledge.

  • Valid State Drivers License and tribally insurable.

DNR – GIS MANAGER LEVEL 2

Introduction:

GIS. Under the general direction of the Forest Manager or his designee,
performs professional technical work for acquisition and maintenance of

  • At least four years of experience in GIS database management, including at least one year experience in enterprise database management or any combination of experience and education that would provide the required knowledge
