GIS Needs Assessment Specialist for Integrated Resource Management


 

Term: Part Time Contract: September 2009 – March 2010

The Heiltsuk Nation is a dynamic First Nation whose home community is located on the famed Inside Passage of the central coast of BC and whose traditional territory comprises a diverse and largely unspoiled coastal marine and mainland environment. We have extensive experience in land and marine use planning, natural and cultural resource management, strategic planning, and integrated and interagency approaches to capacity development and service delivery.
Request for Proposals: We are seeking the services of a qualified GIS specialist to assist in undertaking a strategic needs assessment and demonstration application development as part of a long term project to establish sustainable GIS capacity for an integrated land and resource management and referrals department. Specifically, we wish to expand and secure our capacity in GIS by adopting a business model approach building on Dr. R.F. Tomlinson’s model (see training.esri.com and Thinking about GIS, 3rd edition, 2007), and require the assistance of a GIS specialist or small team to develop GIS information product descriptions (IPDs) and sample applications using ArcGIS.

Time Frame: The work will entail trips in and out of Bella Bella over a 6 month period starting in mid-September 2009 to March 31, 2010 for a total of 40-50 contract days working with a local team of GIS technician, project support committee, and department managers.
The Needs Assessment and Strategic Planning Project is expected to involve:
  • Use of R.F. Tomlinson’s 10 step model for GIS strategic planning.
  • Preparing a detailed plan to work with Heiltsuk Nation to define project scope and scale starting with a project work plan outline and preliminary schedule of consultant visits from September 15, 2009 to March 31, 2010.
  • Reviewing a list of potential information products from a previous workshop in Bella Bella.
  • Holding sessions in Bella Bella to develop model of decision making process and information requirements.
  • Providing advice and mentorship to Heiltsuk GIS Technician to develop/revise inventory of available geodata, and with GIS staff and Steering Committee to inventory existing hardware, software, and IT systems capacity in Bella Bella.
  • Developing a preliminary list of information products that will be short listed based on importance and feasibility given available geodata.
  • Developing a template for Heiltsuk IPDs.
  • Conducting a workshop with staff using the template to develop an IPD.
  • Supporting staff development of IPDs (by phone/email) and reviewing drafts that staff will revise as necessary.
  • Final reviewing of IPDs and any further revisions with staff input.
  • Developing two demonstration applications, one for Referrals Coordination and one for municipal service delivery to help other departments see how needs can be serviced by GIS. These applications will give consideration to system scope, data design, logical data model, system requirements, cost-benefit, migration, and risk analysis, and implementation plan.
Proposals must contain at minimum the following information:
  • Your past experience in conducting any or all of the tasks identified above.
  • Information about your (and/or your project team member’s) role in the project.
  • Project costs, including fees and expenses
  • Names and contact information of three references. If you have worked for a First Nation please include as one of the references.
  • Project approach and methodology.
  • Suggested time frame and timelines for each phase of the project work.
  • Copy of WCB and GST information.
Contractor Qualifications:
  • Diploma or university education in GIS.
  • Experience in Project Management, requirement analysis, systems design; identifying user requirements for database and or GIS systems and transferring these requirements into design; working in multidisciplinary teams. (Preference will be given to those who have lead multidisciplinary teams.); GIS application design, development and testing; Using ArcGIS.
  • Knowledge of: integrated land use planning; data management tools and techniques; techniques, methodologies and practices associated with the design, development, testing, implementation and administration of Geographic Information Systems; some familiarity with the geographic area, and sources of base data for it; R.F.Tomlison’s GIS strategic planning model
  • Abilities: to work independently and as part of a team; strong communication skills. Able to communicate with non-GIS trained staff; to facilitate meetings with stakeholders that lead to a clear understanding of decision making workflows and what information is/could be used to make decisions.
