JOB SUMMARY:
Reporting to the Senior GIS Analyst, the GIS Programmer Analyst develops GIS software applications, including designing, developing, testing, documenting, implementing and maintaining GIS applications on various technology platforms. The incumbent assists the Senior GIS Analyst in the implementation and the administration of the GIS environment. The incumbent provides technical advice, application assistance and delivers training sessions to internal clients.

BASIC REQUIREMENTS

EDUCATION: 
University degree with specialization in the field of GIS, Geography, Computer Science, Information Technology (IT) or a related discipline or an acceptable combination of education, training and experience.

EXPERIENCE: 
A minimum of three (3) years experience in each of the following criteria:

  • GIS Web application development;
  • Developing solutions for ArcGIS Server, ArcGIS Desktop, ArcIMS and ArcSDE;
  • GIS data creation, modification, analysis and conversion methodologies.

CONDITION OF EMPLOYMENT:  

The successful candidate must be:

  • Able to sit for long periods in front of a computer monitor;
  • May be required to work overtime (evenings, weekends and public holidays) on occasion.

RATED REQUIREMENTS

KNOWLEDGE: 

  • Of the NCC and its mandate;
  • Of GIS principles, best practices and industry standards;
  • Of current GIS software technologies;
  • Of ESRI’s suite of GIS Desktop software;
  • Of ESRI’s suite of server software including ArcGIS Server and ArcIMS;
  • Of ESRI’s Geodatabase and ArcSDE.

ABILITIES: 

  • To program applications using JAVA, JavaScript, HTML, XML, ASP.NET and FLEX API;
  • To develop ArcGIS applications using ArcObjects technology and COM-compliant languages;
  • To integrate GIS applications with external relational databases;
  • To prepare application documentation and user procedures according to standards;
  • To organize workload and balance conflicting priorities;
  • To work with a minimum level of supervision.

 COMPETENCIES:

  • Application Development / Support and Maintenance: Knowledge and ability to design, define, construct, enhance, test, support, document and maintain GIS application software.
  • Security / Information & Application Protection: Knowledge and ability to ensure there are adequate technical safeguards to protect the GIS software application and information by the implementation of IT security principles, methods, practices, policies and tools that are used in securing GIS applications and databases.
  • Analytical Thinking: Interpreting, linking, and analyzing information to understand issues, identify options and support sound decision making.
  • Client Focus: Identifying and responding to current and future client needs and providing service excellence to internal clients.
  • Teamwork: Working collaboratively with others to achieve common goals and positive results.
  • Communication: Listening to others and communicating in an effective manner that fosters open communication.

PERSONAL SUITABILITY: 

  • Detail oriented;
  • High level of discretion, good judgement and diplomacy.
