DEFINITION
Under the direction of an exempt manager this position involves complexanalytical, technical and supervisory responsibility in promoting, coordinating, developing and implementing the Saanich Enterprise Geographic Information System (GIS) and the interface between the GIS and other corporate programs. The incumbent researches, evaluates, prepares and makes recommendations regarding the development and maintenance of the GIS system. The incumbent works closely with the IT Division regarding GIS operations. The incumbent supervises the GIS Section and recruits GIS staff for the GIS Section. The incumbent also prepares and administers the annual GIS Section capital budget. The incumbent represents the Engineering Department on various internal and external committees. The incumbent provides support for users, both internal and external, of the Saanich GIS, including responding to user queries and problems and providing user training sessions. The incumbent exercises considerable independence of judgment in determining methods and procedures to be followed to meet defined GIS goals and objectives, in many cases without formal guidelines and direction. Work performance is reviewed in terms of effectiveness of GIS services rendered and achievement of desired objectives.
ILLUSTRATIVE DUTIES AND RESPONSIBILITIES:
• Acts as coordinator for GIS projects, including design, development, testing, and implementation.
• Sets up and ensures that GIS operating and maintenance procedures are followed.
• Reviews GIS processes for effectiveness and efficiency.
• Researches and recommends software or hardware purchases or upgrades.
• Researches, recommends, implements and maintains interfaces between the GIS and other corporate programs such as the Tempest suite of products.
• Works closely with the IT Division on GIS operations including creating and/or reviewing all corporate spatial data models in conjunction with the IT Database Specialist.
• Manages Saanich GIS software licences.
• Consults with corporate users on GIS needs.
• Coordinates data collection and input by user departments and GIS staff.
• Provides technical support, GIS customization, and assistance to GIS users.
• Ensures user manuals, guidelines and other technical documentation are prepared in a concise, clear manner easily interpreted by the appropriate user.
• Develops and conducts GIS user training.
• Advises on and demonstrates GIS system capabilities and procedures.
• Represents the department on internal committees as assigned.
• Represents the municipality on external committees, such as the CRD “Inter Municipal GIS Committee” and the ICIS Society, as assigned.
• Acts as liaison with internal departments, vendors, consultants and other external agencies and groups, such as BC Assessment Authority, the land titles office, other government and municipal agencies, and private sector land surveyors, regarding Saanich GIS.
• Plans, assigns, reviews and supervises the work of staff in the GIS Section including temporary municipal or auxiliary staff on GIS projects or specific GIS work.
• Prepares and maintains the annual GIS Capital Budget.
• Conducts performance evaluations on supervised staff.
• Participates in the recruitment of GIS staff.
• Performs related work as required.
KNOWLEDGE, SKILLS AND ABILITIES ON THE JOB:
• Expert knowledge of GIS standards, requirements and techniques.
• Thorough knowledge of problem definition and solution techniques applicable to GIS.
• Broad understanding and working knowledge of municipal engineering activities, municipal infrastructure, and legal survey practices.
• Knowledge of the departmental policies, procedures, practices, rules and regulations related to the work.

• Ability to provide technical advice and assistance to users and to develop and conduct training and system orientation sessions.

REQUIREMENTS:
• A university degree in Geography, Computer Science, or related discipline with an emphasis on GIS; or an equivalent combination of education, training and experience.
• A minimum of 10 years related experience in the GIS field and other related engineering software
• A minimum of five years of proven, successful supervision of GIS or other technical staff.
• Experience with relational databases, database design concepts, modeling and SQL.
• Extensive GIS project design and project management experience.
• Extensive knowledge of GIS analysis techniques, concepts and procedures.
• Expert knowledge of municipal GIS principles, standards, methods and techniques including data entry and storage, legal survey compilation, data conversion, geocoding, geoprocessing, topological editing, cartographic output and report generation.
• Expert knowledge of ESRI ArcGIS client and server products
• Working knowledge of AutoDesk products.
• Working knowledge of modifying GIS applications through customization and scripting languages such as Visual Basic.NET, VBA programming with ArcObjects, Java, Python, XML, or AXL.
• Strong interpersonal and communication skills, including the ability to communicate courteously, tactfully and effectively with Senior Management, staff, other departments, the public and external agencies.
• A valid B.C. Class 5 driver’s licence.
