Job Description:

The Department of Natural Resources, Division of Mining, Land and Water is recruiting for a full-time permanent Natural Resource Manager I in the Geographic Information Systems (GIS) subunit of the IT Services unit. This position is responsible for supervising two Natural Resource Specialist II positions in the development of GIS and graphics products and services for the Division. Much of the workload is created in the land sales program and the planning section, but this unit will provide services to the entire Division. This position also creates and provides GIS training classes for Division staff.

As part of the graphics responsibilities, this position oversees procurement activities for external publishing services necessary to produce documents with graphics and GIS integration. This position will help the Division use the full analytical and graphical presentation capabilities of the various software and applications. This position works not only supervising others, but also creating products as prioritized by the GIS manager.

Key responsibilities require the incumbent to:

  • Operate complex GIS software interfaced with other data and software systems in the creation of GIS products and analytical services.
  • Supervise and prioritize work for the two Natural Resource Specialist II positions in the development of GIS products and services.
  • Create and provide GIS training to Division employees.
  • Provide GIS and graphics services to the Division.

  • Strong supervision and management skills, including the ability to successfully address multiple priorities, set work goals and monitor staff progress to meet workload demands.
  • Excellent communication skills.
  • Strong experience using various GIS software such as Arc Server, Arc IMS and other ESRI products, MapGuide and other DNR GIS applications.
  • A good eye toward graphics with experience using computer graphics tools such as Adobe InDesign.
  • Strong research, analytical and decision making skills.
  • Contract management experience.

Special Note:
For purposes of the minimum qualifications, natural resource management is defined as the management of the land, water, mineral, forest, oil, gas, agricultural, archaeological, natural and cultural history, park, and related surface and subsurface resources of the state. Experience or education in natural resource management means involvement in the above resources exclusively. Those with experience or education in managing these resources may specialize in different management functions (for example, planning, regulation, research or title). All of this experience is applicable under the natural resource management definition. Some positions may require education in a particular area of natural resource management or specific technical knowledge and training gained through specialized education or progressively greater responsibilities at the lower levels of the series.

Minimum Qualifications:

Two years of journey level professional experience in natural resource management. The required experience includes work such as a Natural Resource Specialist II, Forester II, Geologist II, Hydrologist I, Agronomist I, Land Survey Assistant II, Recorder IV, Recorder Manager, or Environmental Specialist II with the State of Alaska or the equivalent with another employer.

OR:
A master’s degree from an accredited college in a natural resource field (such as forestry, geology, agronomy, and hydrology), law, public administration, business administration, planning or economics.
