Position will have split headquarters –

Ephrata WA and our Hydro Administrative Building near Vantage WA

 

 

DESCRIPTION: 

Provide Geographic Information System (GIS) and network operations services and support pertaining to ERSI GIS application. Develop, implement and maintain spatial and cadastral database/GIS applications primarily for the Lands and Recreation Resources Department. Provide GIS and technical support services for the Cultural Resources, Fish and Wildlife Water Quality, and Hydro Engineering departments including technical support to system users.  Special emphasis will be placed on GIS support for FERC required lands and water resources management and monitoring programs, and Grant PUD property management, including real properties, transmission and distribution easements. Perform and manage large-scale complex GIS applications and multi-agency data development efforts.

 

ESSENTIAL FUNCTIONS: 

  • Plan, design, implement and maintain spatial databases for PUD resources departments and other outside agencies/individuals by:
    • Determining goals, objectives, and purpose of application;
    • Determining the distribution and use of spatial database information.
    • Determining network and system needs and updates
  • Manage and administer spatial databases and applications for resources departments by reviewing and modifying system configurations, program code; maintain databases by testing and correcting inaccuracies to improve performance, verify property spatial database security and user access levels.
  • Provide support, technical assistance and trouble-shooting of spatial database applications by demonstrating the applications, answering phone calls, recoding to fix program bugs or enhance applications or re-training spatial database users.
  • Perform network and system administration tasks in UNIX and Windows environments by backing up the spatial data; file management; solving system errors, networking errors, installing software and upgrading software and virus protection.
  • Program database to analyze spatial information by using different methodologies, assumptions, alternatives, and modeling.
  • Conduct demonstrations and presentations of spatial database applications/GIS technology to PUD departments and outside agencies and groups as needed.
  • Perform GIS services involving data management related to the lands and waters of the Priest Rapids Hydroelectric Project for efforts such as: recreation development, mitigation and enhancement, aquaculture and trades, protection of cultural or natural resources; acquisition and disposal of real property rights for rights-of-way, fee title, leases, and Grant PUD facilities such as office complexes, substations, diesel plants, wind farms, transmission facilities, garages, and shops.
  • Perform GIS services to track and manage metadata and a land parcel database pertaining to federal, state and local agency applications which may include environmental permitting, annexations, urban growth area inclusion, site specific land use classification, conditional use permits, zoning code variances, shoreline management permits, Hydraulic Project Permit, excavation and grading permits, water right permits, aquatic leases, FAA permits, and other permits.
  • Prepare maps and GIS analysis reports for internal, agency, General Counsel review and Commission action.
  • Assist with monitoring and mapping uses of Project lands and other Grant PUD lands to ensure compliance with Grant PUD’s Shoreline Management Plan, FERC license requirements and federal, state and local agency regulations.
  • Maintain regular contact with local, state and federal authorities to coordinate remote sensing data collection, management and distribution.
  • Provide means to evaluate the impact of land use regulations on Grant PUD and ensure compliance. 
  • Develop and implement database backups, transaction log backups, database consistency checks, quality control procedures, and database recovery procedures for all GIS databases.
  • Perform quality control procedures for acceptance of contractor data products (verification tests and data certification).
  • Provide systems administration support for all GIS hardware and software including UNIX and NT Servers, workstations and clients. Collaborate with other database administrators, systems administrators and technical support staff to negotiate database privileges, data transfers, network configuration changes, network troubleshooting, and PC client repairs, upgrades, and operating systems upgrades/installs.
  • Administer and manage property inventory databases and records for Project land files, other Grant PUD lands, transmission tract files and substations; and develop report formats.
  • Develop geo-databases and coordinate surveys, resources monitoring, GIS/GPS mapping, analyses, and other reports.
  • Perform other duties as assigned.

 

QUALIFICATIONS: 

  • Bachelors degree in Computer Science, Geography, GIS or closely related field with major coursework in data processing.
  • Minimum of five years of GIS experience using ArcInfo in a Unix operating system environment.
  • Requires experience with relevant software packages (i.e. Microsoft Windows NT, ESRI’s ArcInfo for Unix or NT, Oracle), hardware (Sun Ultra Sparc Servers or workstations, Intel processor based PCs) network operating systems.
  • A Masters degree in Computer Science, Geography, GIS or a closely related field may be substituted for one year of GIS experience. Additional relevant training, certification or experience that would provide the required knowledge, skills, and abilities will be considered.

 

OTHER KNOWLEDGE, SKILLS AND ABILITIES:

  • Computerized data processing systems and database management systems including machine capabilities, applications and design.
  • Database management systems (e.g., SQL, ORACLE) and supporting software.
  • DBMS industry standards and practices for data definition and manipulation, access privileges, security practices, and capacity planning.
  • Project planning concepts and techniques.
  • Application system development and implementation as related to database management.
  • GIS concepts, geoprocessing functions, and spatial data conversion methods and management procedures.
  • UNIX operating system procedures and commands.
  • ArcInfo Software, including INFO and AML.
  • Typical government geographic data sources and requirements.
  • Plan, coordinate, and manage multiple projects.
  • Handle and maintain the security of confidential and sensitive information.
  • Excellent communication skills, work effectively with all levels in Grant PUD, customers, and agencies.

 

ADDITIONAL REQUIREMENTS:

  • Office environment (70%) and field work (30%).
  • Washington State Driver’s License.
  • Requires visits to all areas of Project lands and waters via vehicle, boat, and occasionally small aircraft, and visits to various Grant PUD facilities including powerhouses, substations, warehouses, and transmission lines.
  • Requires ability to move through uneven, unimproved, and steep terrain; sand; and native vegetation areas.
  • Communicating with co-workers, customers, land owners, and agencies in-person, by telephone, and in writing.
  • Occasional handling and defusing of abusive or aggressive behavior.
  • Occasional lifting up to 40 pounds.
  • Subject to adverse weather conditions during field work which may include high winds, snow, rain, cold and hot temperatures.
  • Ability to work irregular hours, when necessary.
