HOURS OF WORK: 70 hours bi-weekly
STATUS: Auxiliary (term position approximately 9 to 12 months)
SUMMARY:
Under the supervision of the Senior GIS Administrator, the GIS Technologist is responsible for the
collection, organization, manipulation, analysis, maintenance and presentation of spatial information and related spatial databases as part of Corporate Services at the Capital Regional District.
DUTIES & RESPONSIBILITIES:
- Assist in the migration of disparate geospatial data into a centralized enterprise geodatabase
- Recommend and apply data modeling techniques and data standardization to a variety of geospatial data
- Apply standardized metadata to a variety to geospatial data
- Configure and update Internet mapping services and applications using ArcIMS/ArcXML
- Create and maintain map services (AXL files, update ArcIMS Administrator, troubleshoot issues with ArcIMS Administrator)
- Create and maintain Geocortex IMF configuration files (site, layer and print configuration files)
- Manage multiple web mapping sites including online search tools (ASP, .NET, XML, JSP)
- Maintain existing GIS data layers within a corporate geodatabase repository
- Maintain and update data in an enterprise spatial database environment (ArcSDE)
- Ability to work with enterprise servers and network systems.
- Collect and integrate municipal cadastre
- Create and maintain metadata including a log of changes to GIS files for archival purposes.
- Assemble and import data from other agencies and integrate into a corporate GIS platform.
- Work closely with the GIS Administrator in populating various data models.
- Create and maintain new GIS layers through coordinate geometry, digitizing and other forms of data entry.
- Prepare advanced maps using editing and querying tools in ArcGIS
- Coordinate map updates and the production of digital and hard copy maps for publishing and distribution.
- Conduct spatial queries and analyses using ESRI ArcGIS software.
- Assist with project management and process mapping
- Provide assistance and technical mapping information to senior management, staff, the public, and other government agencies.
- Liaises with internal and external clients to provide technical expertise, guidance, assistance on mapping information and initiatives.
- Liaises with internal and external clients to assist with maintaining CRD data standards and data integrity.
- Develop and deliver technical training and support to internal and external clients.
- Operate and maintain map production equipment including plotter.
- Perform other GIS, data organization, data management and related technical work as assigned.
- Follows all policies, procedures and standards of the CRD.
- Other related duties as required.
QUALIFICATIONS:
Degree from a recognized institution in geography, environmental science, resource management, computer science, engineering or a related discipline with an emphasis on and specific course work in GIS and 3 years experience OR an advanced technical diploma in GIS, remote sensing, cartography or Engineering or equivalent combined with 6 years of experience. Advanced knowledge of GIS and data management experience. Advanced level knowledge and skills with GIS software, especially the ESRI ArcGIS platform. Advanced knowledge and experience in data modelling, data standardization and the application of geospatial metadata. Experience with Internet mapping services (ArcIMS/ArcXML). Experience working with ESRI Geodatabase and ArcSDE is required. Demonstrated understanding and application of geographic information system concepts and techniques at an advanced level. General understanding of registered legal plans, and ability to read and understand survey plans is desired. Demonstrated understanding of land and property designations and classification systems. Demonstrated understanding of the concepts of data quality, accuracy and precision, specifically in relation to spatial data management and manipulation. Operational knowledge and experience with the application of provincial GIS mapping, land survey and data management standards. Excellent research (including use of the internet), analytical and problem solving skills, demonstrating a strong attention to detail. Proficiency and experience with word processing (MS Word), spreadsheet (MS Excel) software, and familiarity with AutoCAD would be an asset. Excellent interpersonal and communication skills, including the ability to communicate courteously, tactfully and effectively with staff and external agencies. Must have strong customer focus. Ability to organize work schedule to meet deadlines and priorities. Ability to be a strong team member and promote team work. Ability to complete projects with tasks that are outside regular job duties by being adaptable, flexible and resourceful. Ability to adapt to changes in standards, software, programs and systems. Proficient keyboarding skills required. Knowledge of database language (SQL) and scripting (JSP, JavaScript, XML). Valid BC
driver’s license.
