TITLE: GIS Analyst

 

SALARY: $2708 – $3208 per month (Range 8)

 

EMPLOYMENT STATUS: Full Time with benefits package

 

LOCATION: Mission, Oregon

 

SUPERVISED BY: GIS Manager

GENERAL STATEMENT OF DUTIES:

 

The Confederated Tribes of the Umatilla Indian Reservation (CTUIR) seeks highly motivated applicants for a GIS Analyst position.  CTUIR has a well-established, enterprise level GIS program with expertise in a broad range of areas including: cartography, spatial analysis, remote sensing, visualization, application development, and database design.  The program is looking for a GIS Analyst to perform a broad variety of tasks. Principle responsibilities include fulfilling all data and map requests from other Tribal Departments or Tribal Members, performing updates and maintenance to the GIS data library and representing data as layers files. The position requires being responsive to multiple project requests throughout the work week.  Excellent project management skills and customer service skills are required.

 

EXAMPLES OF DUTIES/RESPONSIBILITIES:

 

1.      Coordinates technical GIS projects to achieve desired goals with available resources; plans and organizes individual work;, reports on progress; makes recommendations; takes directions and implements changes as needed

 

2.      Performs updates and maintenance to the data library.

 

3.      Responds to all map requests from Tribal Departments and Tribal Members.

 

4.      Produces sophisticated maps, reports, imagery and related GIS products and services as needed.

 

5.      Designs and develops project specific GIS data.

 

6.      Designs, implements, and documents quality control measures for special projects, products, and services

 

7.      Provides technical assistance on demand to GIS Staff and to other departments’ GIS users, departmental managers and administrators related to their projects

 

8.      Attends project demonstrations, seminars, workshops and other professional opportunities to maintain the necessary level of GIS expertise

REQUIRED MINIMUM QUALIFICATIONS: (Note: It is the responsibility of the applicant to demonstrate in writing he/she does meet the following minimum qualifications).

 

The qualified applicant will be a self-motivated, conscientious individual who can work independently with minimal supervision, as well as communicate effectively with planners, biologists, range scientists, hydrologists, and other professionals employed by CTUIR.  Specific qualifications include the following:

 

Educationand Experience:

  1. BS or MS in Geography, Natural Resource Management, Landscape Architecture, or related science plus two years of technical experience in GIS or completion of GIS coursework at an accredited University.
  2. Ability to manage GIS project data in an ArcGIS geodatabase format.
  3. Ability to use Spatial Analyst to derive desired products from existing datasets.
  4. Ability to use Model Builder to document methods of analysis and to provide tools to GIS Users.
  5. Ability to develop sophisticated maps and graphs.
  6. Ability to summarize and communicate steps used to derive GIS products.
  7. Extensive knowledge of the principles and practices of GIS, spatial analysis, remote sensing and cartography
  8. Knowledge of GPS data collection and associated principles and practices
  9. Knowledge of the principles and common standards for geospatial metadata
  10. Knowledge of CAD software and file structures, as they relate to GIS applications
  11. Knowledge of graphic editing software including Adobe Photoshop as they relate to desktop publishing and GIS applications
  12. Knowledge of habitat conservation, natural resources, land management and municipal applications for GIS
  13. Ability to effectively  research published journals, trade magazines, texts, web pages and other sources to keep current with developments in the field of GIS.
  14. Ability to conduct effective oral and written presentations before Tribal Council, the public and other GIS professionals
  15. Strong problem solving skills.
  16. Comfort working on multiple projects simultaneously
  17. Ability to set and achieve goals without excessive supervision.
  1. Must have a valid Oregon driver’s license and meet tribal insurance requirements in order to drive a GSA vehicle.

 

OVERTIME:

 

This Position is not eligible for over time pay.

 

PHYSICAL DEMANDS:

 

ξ          Must have physical exam yearly.

ξ          Must be able to lift 25 lbs. on highly repetitious basis daily.

ξ          Must be able to stand for long periods of time.

 

Pursuant to the Tribal Workers’ Benefit Code, Section 4.02A.  “All workers are required to disclose any pre-existing physical or mental disorder and/or disability known to the worker that would prevent them from performing in a reasonable and safe manner the activities involved in the position in which they work.”

 

Failure to disclose any pre-existing condition may result in a restriction or forfeiture of benefits under the Tribal Worker’s Benefit Code.                     

 

SELECTION PROCESS:

 

All CTUIR Tribal positions are competitive.  All employment applications and supportive employment material will be evaluated based on the relevance of the applicant’s qualifications and experience as it applies to this position.  Applicant’s who demonstrate that they meet the minimum qualifications and experience most relevant to this position will be considered qualified to compete for this position and be eligible for an interview.

The Confederated Tribes of the Umatilla Indian Reservation reserves the right to make selection of new employees based upon the following Personnel Policy and Procedure adopted by the Board of Trustees:

 

Section 3.02          EMPLOYMENT PREFERENCES

 

A. Policy. The Tribe’s employment preferences shall be as follows:

1. Indian Preference. It shall be the policy of the Tribe to provide preference in hiring opportunities within the Tribal government to Tribal members and to other Indians enrolled in federally recognized tribes. This Tribal and Indian preference shall be applicable in all employee hiring, promotion, and transfer decisions.

2. Veteran’s Preference. It shall be the policy of the Tribe to provide preference in hiring opportunities to veterans honorably discharged from the United States Armed Forces.

3. The employment preferences set forth in this section shall apply to all Tribal programs regardless of the program’s funding source, and shall apply to all classes of positions referenced in section 3.07.

4. Except for the employment preferences authorized under this section, it shall be the policy of the Tribe that no Tribal employee or job applicant shall be discriminated against in pursuit of employment or career growth due to race, color, religion, sex or   national origin.

Mapping Sample

 

Please provide at least 2 samples of previous map production using ArcGIS software.  Please include a one page memo addressed to the GIS Program Manager describing the purpose and benefits of the maps as well as the source of the data and any methods of preparation of the data which are used to make the maps.
