THE FOLLOWING POSITION IS AVAILABLE IN THE WESTBANK FIRST NATION PLANNING DEPARTMENT OFFICE. IN ACCORDANCE WITH SECTION 20.1 OF THE WFN CONSTITUTION AND SECTION 4.2 OF THE WFN PERSONNEL POLICY, PREFERENCE WILL BE GIVEN TO QUALIFIED WFN MEMBERS WHO APPLY FOR THIS POSITION.
TITLE: Planner START DATE: To be determined
DEPARTMENT: Engineering, Planning & Public Works SALARY: $49,220 – $62,060 per annum
POSITION SUMMARY:
Reporting to the Senior Planner, the primary duties and responsibilities of the Planner are to perform a variety of professional and technical level duties in the field of current and advance planning; to provide information and assistance to developers, the business community, membership and public on planning, zoning, land use, permits and development related matters.
PRIMARY DUTIES AND RESPONSIBILITIES:

  • Prepare variance applications for review by the Board of Variance.
  • Review and evaluate rezoning, land use amendments and development applications.
  • Prepare, review and evaluate neighborhood plans and amendments to the Land Use Plan.
  • Ensure compliance of applications with WFN policies, laws and external agency requirements.
  • Provide advice and interpretations with respect to land use planning issues.
  • Develop terms of reference, review and recommend consultants and monitor the provision of contract service.
  • Conduct land use research, including writing reports on land use applications and other special projects.
  • Assist the Senior Planner in the preparation of long range and current planning policies, laws and amendments.

ESSENTIAL SKILLS AND QUALIFICATIONS:

  • Undergraduate degree in Planning or related field; Graduate degree preferred
  • Minimum 5 years related experience in a local government setting or equivalent
  • Membership in the Canadian Institute of Planners is preferred
  • Excellent research, analytical and verbal/written/platform communication skills, including demonstrated public relations skills
  • Strong project management, time management, decision making and problem solving skills, supported by the ability to establish and maintain effective working relationships with co-workers, the public, developers and other WFN staff and stakeholders
  • Experience in processing applications of varying complexity along with the organizational ability to lead and mentor teams that juggle multiple assignments while adapting to fluctuating workloads and deadlines
  • Experience and/or related training in survey techniques, GIS, map interpretation, map compilation, graphics, statistical analysis and experience working in a diversified planning background which preferably includes work for a Local Government
  • Comprehensive knowledge of the principles and practices of urban planning and design, as well as proficiency in computer and GIS applications
  • Demonstrated commitment to the provision of excellent customer service
  • Sound knowledge of applicable WFN, municipal, provincial and federal legislation
  • Previous experience with a variety of computer software programs including AutoCAD, MS Office 2007, & ESRI Arcview
  • Valid BC Driver’s License and acceptable driving record
