Duties & Responsibilities:

SUMMARY OF POSITION:
Manage and lead the Lands Office in the implementation and administration of the Tsleil-Waututh Land Code. Develop and administrate policy and procedures related to land administration, land and resource management, community planning, and TWN Land Registry. Provide expert advice in the development of land and resource related policies and laws to TWN membership, Lands Advisory Committee, Chief and Council, other Departments of the Nation, clients and the general public. Evening and weekend hours may be required.

A. ESSENTIAL DUTIES AND RESPONSIBILITIES:
1. Manage and lead the TWN Lands Office, including:
a. the implementation of the TWN Land Code;
b. the development and implementation of land administration, resource management and community planning policies and procedures;
c. the development and implementation of administrative policies and procedures and information management systems;
d. management of the Lands Office webpage;
e. management, hiring, training, supervision, evaluation and discipline of Lands Office staff;
f. the development of a multi-year strategic plan and yearly work-plan;
g. monitor and authorize expenditures within approved budgets.
2. Represent TWN Council as the delegated authority for the Lands Office, including addressing complaints and resolving problems.
3. Represent Lands Office at in meetings, workshops and communications with TWN membership and the District of North Vancouver, or other organizations for projects designated by senior management.
4. Attend committee and Council meetings as necessary.
5. Coordinate and provide assistance and direction to the TWN Lands Advisory Committee, Comprehensive Community Plan Steering Committee and any other committees as necessary.
6. Lead community land and resource-related consultative and voting processes.
7. Provide expert and strategic advice on the Land Code and in the development of land administration and resource-related policies, procedures, bylaws and laws.
8. Deliver presentations to senior management, colleagues and clients/stakeholders on strategic issues.
9. Monitor and evaluate effectiveness of services to clients.
10. Manage consultant’s and legal advisor’s contracts and work plans.
11. Perform other duties as required.

Qualifications:

Essential Qualifications:
• Must have a post-secondary or Master’s degree in urban or community planning, land administration, land and resource management, or public administration from a recognized institution.
• Without a post-secondary degree, must have at least 5 years of equivalent experience in urban or community planning, land administration, land and resource management, or public administration.
• Must have at least 5 years experience in developing and implementing strategic plans, policy or bylaw development, land use or resource planning, and community consultation and facilitation processes.
• Must have at least 2 years managerial or supervisory experience.
• Must have experience and knowledge of land registration and land administration principles and procedures.
• Excellent communication, organizational and leadership skills.
• Ability to manage varied workloads and changing priorities in a flexible manner while under pressure.
• Effective computer skills with a considerable knowledge of Microsoft Word and Outlook and a working knowledge of Power Point and Excel.
Preferred Qualifications:
• Understanding and experience working within a First Nations culture is an asset.
• Experience and knowledge of First Nations Land Management regime is an asset.
• Membership in the Canadian Institute of Planners preferred.

Note 2: All successful applicants will be subject to the successful completion of a three (3) month probationary period on the new job, but benefits will continue if there is an internal staff transfer.
Note 3: Internal staff applicants who win a competition but do not successfully complete the probationary period for the new position do not have the right to revert back to their previous position and are not guaranteed an alternative work assignment. If no suitable alternative employment is available, the employee will be terminated.
