POSITION: PARKS GIS TECHNOLOGIST
SALARY: $31.39 – $35.60 per hour
HOURS OF WORK: 70 hours bi-weekly
STATUS: Regular Full-time

SUMMARY:
Under the general supervision of the Manager of Planning, Resource Management and Development, the Parks GIS Technologist provides GIS services to the service areas at Regional Parks. The position is responsible for (1) the collection, management, analysis, interpretation and, presentation of digital spatial data and files for the production of GIS maps, (2) the use of spatial data for the management of all aspects of regional parks and trails and (3) the organization and administration of ecological, planning, development and operational inventory data and files.

DUTIES & RESPONSIBILITIES:

  • Collects, manages, analyzes and presents spatial information in a range of outputs.
  • Compiles, updates, validates, organizes, documents and administers digital spatial linework and attribute data for the Regional Parks Geographic Information System (GIS).
  • Coordinates the production, quality control and distribution of GIS maps relating to Regional Parks.
  • Determines GIS mapping and analysis requirements for the regional parks and trails in consultation with division staff.
  • Ensures data integrity for Parks data as well as works to ensure consistency and established standards with integrated data sets.
  • Utilizes custom GIS and other data management applications and conducts and interprets GIS analysis in support of planning, ecological management, development, research and operational programs and activities.
  • Collects spatial data through the Global Positioning System (GPS) and integrates this data with GIS.
  • Works collaborative with Corporate IT and GIS on GIS initiatives as well as ensures corporate standards are consistently followed and adhered to.
  • Develops digital data collection, mapping and quality control standards, specifications and procedures in consultation with Corporate GIS staff.
  • Facilitates, guides and assists with training Regional Parks staff on GIS, digital data management and file organization, survey data collection standards and mapping.
  • Assists with ecological, infrastructure and operational inventory projects, the development of field survey data collection standards and produces maps, conducts analyses and provides quality control in support of these projects.
  • Produces maps for staff reports, communication initiatives and presentations.
  • Coordinates the photo point monitoring program and manages storage and retrieval of this data.
  • Acts as a liaison and technical expert on GIS projects and initiatives as well as provides technical advice, recommendation, and guidance to internal stakeholders on GIS projects, including internal CRD departments and service areas.

  • Monitors developments and trends in GIS software, applications and analyses.
  • Develops and maintains links with the Regional Parks: (1) ecological data management, and (2) asset and maintenance management program and assists with the analysis of this data and production of reports.
  • Coordinate maintenance of the plotter and laser printers and ordering supplies for these devices in accordance with CRD policy.
  • Follows all policies, procedures and standards of the CRD.
  • Performs other related duties as required.

An advanced technical diploma in GIS and 6-8 years of experience or a related degree and 3 years of experience. Direct experience related to GIS applications, data analysis and data management. Supplementary courses in the fields such as resource and park management, conservation biology, botany, ecology, fire management, land and forest surveys, aerial photography, remote sensing interpretation, photopoint monitoring and project management. Experience with a range of land, forest and environmental surveying and mapping techniques and standards including cadastral mapping, GPS and total station equipment and applications. Excellent communications (verbal and written), interpersonal, and customer service skills are required. Must possess a valid BC Driver’s License.
