COMMON TO ALL POSITIONS

Graduation with a diploma from a recognized institute of technology in GIS with specialization in Geography, Biology, Earth and Ocean Science or other related natural resource management programs.

ASSET QUALIFICATIONS

1. DFO – Oceans, Habitat and Enhancement Positions (1 position):

Graduation with a degree from a recognised university in geography, biology, or other related natural resource management programs with acceptable specialization in Geographic Information Systems (GIS).

2. DFO – Corporate Services – Real Property and Technical Support Positions (1 position):

Graduation with a Degree a recognized University in Geography, Biology, Earth and Ocean Science, or other related program with acceptable specialization in Geographic Information Systems (GIS).

3. DFO – Canadian Coast Guard – Maritime Services – Waterways Management Services (2 positions):

Graduation with a degree from a recognised university in Geography, Biology, Earth and Ocean Science or other related natural resource management programs with acceptable specialization in Geographic Information Systems (GIS).

Experience

COMMON TO ALL POSITIONS

Recent experience in providing technical support services using GIS and related technologies to collect, store, map, analyze, and summarize spatial and tabular data.

Recent experience in using ESRI Desktop (ArcInfo) GIS.

Recent experience applying data management techniques including organizing, managing and documenting spatial and tabular databases.

*Recent is defined as two years experience, within the last three years

ASSET CRITERIA

1. DFO – Oceans, Habitat and Enhancement Positions (1 position):

– Proficiency using ESRI ArcGIS Server 9.2.
– Proficiency using Flash / Flex Builder 2, Service Oriented Architectures, web mapping API’s, and ESRI Web ADF.
– Proficiency with administration and operation of ESRI ArcSDE (9.x) with Oracle 9i, ArcIMS (9.x), and MoxiMedia’s OGC Internet Mapping Framework software.
– Proficiency with JSP, JavaScript, ArcXML, HTML and SQL, all relative to development of web mapping applications.

2. DFO – Corporate Services – Real Property and Technical Support Positions (1 position):

– Recent Experience with the collection of field information using DGPS equipment. Preference will be given to candidates who have BC Provincial Resource Inventory Committee (RIC) Standard Certification.
– Proficiency Using PCI Geomatica – OrthoEngine.
– Proficiency using Autodesk – AutoCAD MAP
– Knowledge of OGC Standards
– Recent Experience writing Request for Proposals and Terms of Reference for data collection and service contracts.

3. DFO – Canadian Coast Guard – Maritime Services – Waterways Management Services (2 positions):

– Experience using various spatial products (orthophotos, DEM’s, bathymetry).
– Experience using digital vector and raster nautical charts (S57 / BSB).
– Experience using ArcView 3.x and Avenue scripting language.
– Experience writing user manuals and training documents.
– Experience using Microsoft Frontpage for website design and maintenance.
– Experience using common programming languages relative to the development of desktop applications to access, edit, and query databases.

Job Description:

These positions provide technical support services using Geographic Information System (GIS) technology to collect, analyze, summarize and map fisheries, oceans and freshwater habitat data in support of Departmental programs and projects. Specifically, the Analysts develop GIS project methodologies, products, and custom GIS computer programs; identify and resolve spatial dataset problems; perform data management operations; design and develop GIS data models; develop and support standards based web mapping applications; and provide technical support to the branch GIS system.

2. DFO – Corporate Services – Real Property and Technical Support Positions (1 position)

Real Property and Technical Support provides various levels of Realty, Accommodation, Engineering, and Environmental Management services for fixed assets to all DFO Sectors:

. Canadian Coast Guard
. Oceans, Habitat and Enhancement
. Fisheries Enforcement
. Small Craft Harbours
. Science

The GIS analyst position is responsible for collecting, processing, managing, and analyzing data relating to managing the Departments facilities. The predominant work load will be related to assisting Scientists conduct analysis and map the departments contaminated sites. The spatial datasets used for this work are Vast. Some examples are: Differential and L2 GPS Data, Optical Satellite and Air Photo Imagery, TRIM LIDAR RADARSAT-2 DEM’s, AutoCAD vector line work, S57 and BSB Bathometry, Remotely Operated Submersible and Air Craft telemetry data, analytical chemistry.

3. DFO – Canadian Coast Guard – Maritime Services – Waterways Management Services (2 positions)

Job Description:

Waterways Management is responsible for ensuring Canada’s navigation channels are safe and accessible. Waterways Management, Pacific Region provides GIS services for the Programs in Maritime Services, including Aids to Navigation, Marine Communications and Traffic Services, Environmental Response, and Search and Rescue.

The GIS Analyst position is responsible for managing spatial datasets, creating cartographic outputs that incorporate digital charts, performing spatial and tabular analysis of spatial data, and supporting existing custom GIS applications.
