GIS Coordinator – Musqueam Indian Band


The Musqueam Indian Band provides governance, administrative, health, social and recreational services to its members.  The Administrative Offices are located in South Vancouver near UBC.

 

The MIB is very active in promoting and protecting its Aboriginal title and rights interests.  The MIB has built a Geographic Information Systems Section to integrate information from a number of departments within the Band’s administration with a focus on treaty measures, community planning, and traditional use studies.

 

Position Summary:

A dynamic and committed individual is required to provide the technical and personal skills needed to participate in the organization and provide both high quality GIS services and technical support to the MIB Administration. The MIB GIS Coordinator will work with various departments within the administrative structure to initiate and support research, and develop digital cartographic resources.  The GIS Coordinator will be responsible for the development, deployment and training of MIB staff on Administrative web-based (internal) mapping solutions.

 

Duties and Responsibilities:

Reporting to the Director of Treaty, Lands and Resources and working with the dynamic GIS Section, the GIS Coordinator will participate in the research, design and production of digital map products for negotiations, comprehensive planning, traditional use mapping, infrastructure mapping, and other related activities.  The incumbent will work with a GIS Technician to create, maintain and organize spatial and attribute data to be utilized in GIS applications, and work collaboratively to provide leadership on all MIB mapping projects.

 

Qualifications & Education:

  • Bachelor’s degree in Geography or Natural Resource Sciences, or a degree in another field with a Technical College Certificate in Geographic Information Systems.   Master’s degree or GISP certification is an asset.
  • 2 – 4 years experience; preference given to candidates with senior level GIS experience in application development, delivery of training sessions, and supervision of GIS and research associate staff.
  • Experience and proficiency with GIS, GPS, and database software and concepts.
  • Experience in GIS programming, modeling, and relational database is required.
  • Preference given to candidates with experience in Open Source technologies, image processing, GPS field inventory, and cartographic design and production.

Technical Skills:

  • Extensive knowledge of a variety of vendor specific GIS software programs, particularly ESRI (ArcView; Spatial Analyst) and Open Source (MapGuide; MapServer) solutions.
  • Knowledge of databases, preferably a combination of skills in the following database systems:  MS Access, MS SQL Server, MySQL, PostgreSQL, and PostGIS.
  • Experience working with a variety of spatial data formats, projection systems and metadata, and an ability to QA/QC the integrity of GIS datasets and metadata.
  • Knowledge and skills working with raster data (scanned documents, aerial imagery and Digital Elevation Models).
  • Should be able to integrate GIS applications with multiple programming languages: Visual Basic for Applications (VBA), PHP, Python, XML, HTML, and Java Script.

Personal Skills:

  • Experience working in a First Nations community is a very strong asset.
  • An understanding of First Nations issues in BC is preferred, including resource access, social justice, and current First Nations legal issues.
  • Excellent interpersonal and team participation skills are essential.
  • Well developed analytical and problem solving skills.
  • Ability to maintain strict confidentiality.
  • Ability to interpret instruction and work both independently and as part of a team
  • Organized, detail oriented and innovative problem solver.
