Land Use Planning/Generic Lands & Resources Specialist, Nishnawbe Aski Nation


SUMMARY:
The Land Use Planning/Generic Lands & Resources Specialist will plan and oversee the overall operations of the NAN/MNR Far North Land Use Planning (FNLUP) project (the “project”) which will introduce land use planning to NAN First Nations. He/she will also act as a generic lands and resources specialist providing technical advice and advocacy for First Nations in all matters related to lands and resources.

DUTIES:

  1. Will provide guidance and support to NAN First Nations by preparing information packages and background information regarding the project.
  2. Will prepare basic information concerning land use planning and act as a resource person for NAN First Nations by providing on-going support and advice to First Nations during project implementation.
  3. Will develop a network of community lands and resources staff and develop an inventory of community land use and resource management capacity, including organizational capacity, maps and previous work.
  4. Will assist in identifying technical and fiscal resources to support community-based land use planning.
  5. Will assist in shared dialogue processes on principles and processes for strategic community based land use planning, traditional use areas and values collection, management of information and information systems, community land and resource organization and how shared lands are managed.
  6. Will oversee and administer the disbursement of project funds and reporting.
  7. Will provide technical advice and expertise to the NAN First Nation in lands and resources matters.
  8. Will review, research, analyze and develop policy recommendations in relation to First Nations, federal and provincial government positions, policies and programs in the lands and resources sector by:
  • Consulting Aboriginal organization affiliates and First Nations regarding the impact of existing programs and potential implications of those proposed;
  • Considering First Nation’s positions relative to government initiatives and by consolidating these various positions into one unified position where required;

9. Will prepare briefing materials, proposals, general planning documents, etc. as requested.

ACCOUNTABILITY
The Land Use Planning/Generic Lands & Resources Specialist is under the day-to-day supervision of the Director of Lands & Resources with accountability for overall performance to the Executive Director.

COMPETENCIES AND QUALIFICATIONS
The Land Use Planning/Generic Lands & Resources Specialist must possess the following skills and attributes:

  • Post-secondary degree or diploma in environmental management or related field or equivalent work experience
  • Thorough working knowledge of land use planning and resource management planning, policies, legislation, processes/practices and aboriginal planning approaches to land use planning
  • Knowledge of NAN First Nations, along with an understanding of history, land stewardship values and positions on lands and resources
  • Strong problem solving, collaboration, consensus building, negotiation and conflict resolution skills
  • Excellent interpersonal communication skills and ability to work as a team player to effectively interact with elected officials, staff, service providers, government agencies and officials
  • Exceptional written communication skills
  • Highly motivated and ability to work in demanding and fast-paced work environment
  • Exceptional organization and time-management skills and ability to prioritize multiple tasks
  • Ability to speak one of NAN’s language (Ojibway, Cree or Oji-Cree) a definite asset
  • Must be willing to travel

LOCATION: Timmins, Ontario
TERM: March 1 – November 1, 2008 (8 months – with possibility of extension)
RATE OF PAY: Salary commensurate with education and experience
