Duties:
Under the general direction of the Manager, of the Nova Scotia Geomatics Centre, the Coordinator will direct and supervise the daily operations of the Topographic Mapping Section and up to six Geographic Information Systems (GIS) specialists. S/he is responsible for a significant contracting out portfolio through the Public Tenders Office and for the quality control, development and maintenance of the Nova Scotia Topographic Database in support of the Geomatics Centre’s mandate and workplan. The incumbent consults and advises contractors, develops technical specifications, performs topographic mapping research & development projects and does technical report writing, and is responsible for undertaking projects to develop tools, procedures, solutions and beta testing. Other responsibilities involve providing technical support for topographic mapping policy and program decisions, liaising with government departments, municipalities, private industry and liaising with contractors to ensure proper interpretation and adherence to specifications. The Coordinator will liaise with the Federal Government Departments on the National GeoBase Specifications and other Federal/Provincial mapping initiatives as they arise.
Qualifications:
Grade XII plus 2 years Planning Technician course plus six years experience or an acceptable equivalent combination of training and experience. Preference will be given to candidates with at least four years of experience in a Geomatics work environment. In-depth knowledge and experience in the topographic mapping and orthophotomapping process are essential. The successful candidate requires familiarity with programming concepts and an extensive knowledge of GIS and related database applications. A sound knowledge of Windows XP/Professional operating systems and software including:
- GIS – ArcGis/ArcInfo, MapInfo, other GIS applications
- Word Processing – WordPerfect, MS Word
- Database Software – MS Access, Oracle
Must possess the ability to adapt to changing technologies, methodologies and software applications, have superior interpersonal skills, and the ability to communicate effectively with a broad range of individuals and groups. The successful candidate must be highly self-motivated, exercise sound judgment, possess excellent organizational and analytical skills with the ability to meet stringent deadlines while managing multiple tasks. S/he must have the ability to work independently in a multifaceted environment with minimal supervision, work in a team environment, and interact with outside organizations and the general public in a professional manner. Must be able to pay attention to detail and have sound project management skills. Occasional travel throughout the Province is required within this work environment, along with a valid driver’s license. Experience with cartography, photogrammetry, orthophotomapping, image processing, and enhancements of digital aerial photography is considered an asset.
