The District of Sooke, a gateway to the rugged west coast of Vancouver Island and only 45 minutes from downtown Victoria, requires a GIS Specialist to join our development services team. Reporting to the Director of Planning, the GIS Specialist will be responsible for database design, planning, organization, implementation, maintenance and end user training and support of GIS applications; writing programs to utilize GIS data technology to meet municipal needs through the development of a municipal-wide GIS Enterprise database; conducting projects in accordance with the District of Sooke GIS plan and GIS priorities.
The successful applicant will have:
• Five years experience in GIS technologies and ESRI products (ArcInfo, ArcIMS, ArcSDE)
• Minimum of 3 years in object oriented GIS design, VG and OrcObjects GIS application development, GIS web, ArcIMS and GIS analysis and geo-processing, spatial database or geo-database management
• Bachelors degree in computer science, GIS technology, engineering, geography or a related discipline
• AutoCAD experience a plus

JOB TITLE: GIS Specialist
GENERAL ACCOUNTABILITY: The GIS Specialist, under the direction of the Director of Planning, is responsible for database design, planning, organization, implementation, maintenance and end user training and support of GIS applications; write programs to utilize GIS data technology to meet municipal needs through the development of a municipal-wide GIS Enterprise database; conduct projects in accordance with the District’s GIS plan and GIS priorities.
NATURE AND SCOPE OF WORK:
• Analyze, design, program, and implement GIS systems and applications;
• Develop and coordinate inter-departmental use of the District’s GIS Enterprise database;
• Proficient with Microsoft Access 2000 or greater and ability to run SQL scripts to conduct data analysis, accuracy validation, data maintenance;
• Perform database fine tuning adjustments and database security;
• Write and execute validation of spatial data;
• Conduct functional and technical supervision over GIS data users;
• Monitor data maintenance priorities and data project work schedules;
• Administer SQL Server/ArcSDE geodatabases including upgrades, backups/restores, data migration, export/import of data and database duplication for GIS development databases separate from the live GIS database;
• Perform GPS data collection and development of data layers utilizing ArcPad;
• Provide ArcView training and technical support to staff. TRAINING AND EXPERIENCE:

• Proficient in map production and visual media support. Ability to:

• Provide technical assistance to staff;
• Perform spatial and financial analysis using GIS data and supporting information;
