GIS Technician, Capital Regional District (Victoria, BC)

POSITION: GIS TECHNICIAN
SALARY: $24.50 – 26.87 per hour (E&OE)
HOURS OF WORK: 70 hours bi-weekly
STATUS: Regular full-time (pending final budget approval)

SUMMARY:
This position reports to the GIS Technologist and is responsible for the collection, data entry,
organization, manipulation, analysis, rectification, maintenance and presentation of spatial information and related spatial databases as part of regular operations at Environmental Services. This will include work on the Hartland GIS integration program, sewer model GIS database, water model GIG database, addressing database, stormwater quality control report maps, and other GIS related projects as required. The position involves the use of computer hardware and software and requires an advanced understanding of GIS and, in particular, the ESRI suite of products.

DUTIES AND RESPONSIBILITIES:
· Assemble and import data from other agencies and integrate into the corporate GIS platform.
· Work closely with the GIS Technologist in populating the various data models.
· Perform ongoing quality assessment/quality assurance (position accuracy, georeferencing,
projection, datum etc.) of data sets.
· Evaluate and consolidate existing GIS coverages and attribute data.
· Create and maintain new GIS coverages (through digitizing and other forms of data entry).
· Document metadata and maintain a log of changes to relevant GIS files for archival purposes.
· Conduct spatial queries and analyses using ArcGIS.
· Perform other GIS, data organization, data management and related technical work as assigned.
· Design, layout, and produce mapping products.
· Follows all policies, procedures and standards of the CRD
· Other related duties as required.

QUALIFICATIONS:
· Degree from a recognized institution in geography, environmental science, resource management, engineering or a related discipline with an emphasis on and specific course work in GIS OR an advanced technical diploma in GIS and data management or equivalent.
· Minimum 2 years related GIS and data management experience.
· Advanced level knowledge and skills with GIS software, especially the ESRI ArcGIS 8.x/9.x
platform.
· Knowledge of ERSI geodatabase format is desired.
· Knowledge, demonstrated understanding and application of geographic information system
concepts and techniques at an advanced level.
· General understanding of infrastructure (underground sewer utilities in particular), and ability to read and understand engineering drawings is desired.

EMPLOYMENT OPPORTUNITY
· Knowledge and understanding of the application of GIS techniques for analysis, modelling, and forecasting related to municipal infrastructure planning would be an asset.
· Demonstrated understanding of the concepts of data quality, accuracy and precision, specifically in relation to spatial data management and manipulation.
· Experience with aerial photography, remote sensing interpretation, data transfer and mapping
techniques is desired.
· Excellent research (including use of the internet), analytical and problem solving skills,
demonstrating a strong attention to detail.
· Proficiency and experience with database (MS Access), word processing (MS Word), spreadsheet (MS Excel) software, and familiarity with AutoCAD would be an asset.
· Excellent interpersonal and communication skills (both verbal and written), including the ability to communicate courteously, tactfully and effectively with staff and external agencies.
· Ability to work for extended periods on repetitive tasks.
· Ability to work independently with minimum direction and as a member of and in support of a team.
· Strong customer service orientation and desire for excellence.
· Proficient keyboarding skills required.
· Valid BC driver’s license.
