Allenquiries concerning this solicitation must be submitted in writing tothe contracting authority named below as early as possible within thebidding period. Enquiries should be received by the contractingauthority no later than five (5) calendar days prior to the bid closingdate specified herein to allow sufficient time to provide a response.

Intellectual Property:

TheCrown has determined that any intellectual property arising from theperformance of the Work under the Contract will vest in Canada, on thefollowing grounds:

6.4.1 To generate knowledge and information for public dissemination;

Confidentiality:

Theparties anticipate that it may be necessary to transfer to each otherinformation relating to the Licensed Process, Patents, Trade-mark,Know-How or other information relating to this Agreement, of aconfidential nature. The parties shall keep all such informationconfidential during the life of this Agreement and for a period of fiveyears after expiration or termination of this Agreement.

Subjectto the Access to Information Act, R.S. 1985, c.A-1, the parties agreethat the terms of this Agreement are confidential and each party shalluse the same degree of care to prevent disclosure of the terms of thisAgreement to third parties as it uses to protect its own confidentialinformation of similar nature.

Background:

Biodiversity Outcomes Framework

TheEcosystem Status and Trends Report (ESTR) is a project that delivers onthe “Assess” component of the Biodiversity Outcomes Framework,http://www.cbin.ec.gc.ca/outcomes/default.cfm?lang=e approved on Oct.12, 2006, by the Canadian Councils of Resource Ministers (CCRM). CCRMrepresents federal, provincial and territorial departments responsiblefor the biodiversity component of Canada’s natural capital. They havebeen meeting since 2001 to implement the Canadian Biodiversity Strategy(http://www.cbin.ec.gc.ca/), to develop a common biodiversity agenda,and to articulate national priorities for biodiversity.

TheBiodiversity Outcomes Framework defines biodiversity as the livingcomponent of natural capital. It represents the variety of ecosystems,species and genes and the ecological processes that support continualevolution and adaptation to an ever-changing world. The Framework wasdeveloped to create a better frame for the wide range of conservationand resource management issues that appear on Ministers’ agendas, aswell as to enable a more strategic and coherent discussion of some ofthe policy challenges facing the conservation of biodiversity. CCRMrecognizes that biodiversity, or the living component of Canada’snatural capital is to a large degree what fuels Canada’s economy.

Ecosystem Status and Trends Report (ESTR)

The Ecosystem Status and Trends Report (ESTR) is a federal/provincial/territorial project intended to provide:

• an integrated assessment of current status, emerging trends and significant stressors of Canada’s ecosystems;
• ecosystem based information as a foundation for prioritizing the national biodiversity agenda; and
• a vehicle for dialogue with society on the importance of healthy ecosystems.

AnESTR Steering Committee has been struck to develop this report. Itconsists of representatives from each province, territory and federaldepartment concerned with the management of biodiversity. The work iscoordinated by a Secretariat with a provincial and federal co-lead. TheSteering Committee has already prepared a governance structure, a workplan, a scoping document, confirmed an ecological classification system(Annex 1), the technical report outline (Annex 2), and a ProjectCharter (Annex 3). The Project Charter explains the purpose of thereport, report principles, summarizes the scope and planned content ofthe report as well as outlining the deliverables, critical successfactors and risk management.

Objectives:

The purpose ofthis contract is to research, review, synthesize, and summarizerelevant Aboriginal Traditional Knowledge (ATK) that is already in thepublic domain which is related to the status and trends of theecosystem component of biodiversity and organized into meaningfulthemes which fit within the outline of the report. The ultimateobjective is to produce written summaries, properly referenced, of allrelevant ATK for each of Canada’s southern terrestrial ecozonesidentified in Annex 1 and described below, and to produce a completereference list of all relevant material including copies of materialwhere relevant.

Statement of Work:

The service provider will:

1.Be in contact with the Scientific Authority, and any others as directedby the Scientific Authority, throughout the work to confirm scope ofwork, expectations and initial information sources;

2. Research,review, and catalogue all ATK in the public domain relevant to thehistory, condition, status, trends, use, and stressors on the ecosystemcomponent of biodiversity of Canada’s southern terrestrial ecozones andtwo lake ecosystems.

3. Prepare a first progress report thatincludes description of your methodology, type of information andsources of research considered, methodology for determining relevance,amount and quality of information found to be submitted October 31st,2007;

4. Analyze, compile and synthesize relevant material andorganize by ecozone. It is recognized that the information may notalways fit easily with the ecozone framework so information should beorganized by ecozone to the extent possible, repeating information orreferring to other ecozones where necessary;

5. Prepare a secondprogress report that includes any changes and updates on methodologyand sources considered, and approach to analysis and synthesis, etc. tobe submitted by November 30th, 2007;

6. Based on comments fromScientific Authority on progress reports and on analysis and synthesisof information, prepare draft ATK summaries for each ecozone in aculturally-appropriate manner. Format of summaries will be discussedand agreed to with ESTR Secretariat and Scientific Authority andwriting guidelines will be provided by Scientific Authority. Summariesshould be provided for each of the following ecozones: Atlantic Maritime, Boreal Plains, Boreal Shield, Hudson Plains, Mixed WoodPlains, Montane Cordillera, Newfoundland Boreal, Pacific Maritime,Prairie, Western Interior Basin, Great Lakes, Lake Winnipeg and LakeManitoba (see Annex 1);

7. Ensure the information is properly sourced and acknowledged according to accepted convention;

8.Prepare a third report that includes draft ATK summaries for eachecozone and any updates and changes to methodology and sourcesresearched and considered from previous progress reports by January31st, 2008;

9. Revise drafts as per the comments of the Scientific Authority;

10.Submit final report that includes: description of methodology; sourcesconsidered; ecozone ATK summaries; and catalogue/database of relevantinformation. Ensure ATK is properly referenced with properacknowledgements to contributors by February 29th, 2008;

11.All components of ESTR will undergo a peer review process. This willinclude peer review of the ATK component by appropriate experts. Thisis not part of this contract.

Evaluation Criteria:

The successful contractor will:
•demonstrate an understanding of the scope of this report, andparticularly its emphasis on ATK already in the public domain andrelevant to the history, condition, status, trends, use, and stressorson the ecosystem component of biodiversity of Canada’s southernterrestrial ecozones;
• demonstrate knowledge of potential sources and types of ATK already in the public domain;
•demonstrate knowledge of Aboriginal culture and issues as they relateto Aboriginal Traditional Knowledge, its importance and its use;
•demonstrate an understanding of ATK and the various terminology used byAboriginal groups and governments (i.e.: Traditional EcologicalKnowledge (TEK) and Naturalized knowledge Systems (NKS));
• demonstrate extensive experience working with Aboriginal people;
• demonstrate experience researching information and data, including experience conducting literature reviews;
•demonstrate experience reviewing, analyzing and synthesizinginformation, ascertaining what is relevant and summarizing, in writing,material in concise and comprehensible manner;
• demonstrateknowledge and understanding of general concepts of biodiversityconservation and ecology within the scope of this report as outlined inthe Project Charter (Annex 2);
• demonstrate an ability to write in English accurately, concisely and in a compelling way: and
•provide a C.V.; 2 references; and a writing sample that illustratesabilities in analyzing and summarizing researched material to besubmitted as part of the proposal.

Project Cost:

Environment Canada has established funding for this project at a maximum amount of $25,000.00 excluding GST

Total value of contract not to exceed $25,000.00 (excluding GST)

This covers the period from date of award to February 29th, 2008
