Information Technology enables over 400 different City services in the Calgary metropolitan area. From traffic and transit to environment and safety, City IT helps make it possible.
The GIS Specialist assists the GIS Centre in providing leadership of the Corporation’s enterprise geographic information system. This position provides GIS technology and data research; GIS solutions support; development of standards and best practices for GIS technology and data; support for GIS technology deployment; GIS Help Desk management; and a corporate GIS training program. Specific activities include:
- assess and evaluate current and emerging GIS technologies, determine corporate opportunities and impacts, and develop and recommend standards and best practices to IT management and corporate GIS clients;
- define and develop client-oriented corporate GIS data and/or technology solutions;
- design and develop methods and processes for the distribution and implementation of GIS technology and data, and inform and instruct the Corporation on its availability and use;
- define requirements and design geographic data extract, transform, and load (ETL) best practices, standards and procedures in the development, implementation and support of corporate information architecture(s);
- create, manage and maintain the corporate metadata repository for GIS data resources, geoprocessing models and geodatabase schema designs and data models, for access and use by all clients;
- troubleshoot and investigate GIS technology and data issues; gather information, problem analysis and interpretation, solution development and implementation; authorization of client access to GIS software and/or databases;
- promote the understanding of geographic information science, methods, technology and data through development and implementation of a corporate GIS training program; conduct needs assessment, design training curriculum, develop and deliver training sessions.
Applicants require a degree or diploma in Geographic Information Systems, Planning, Engineering, Geomatics, Computing Science, or closely related discipline, and 5 years of related experience in the design, use and support of geographic information, data and technology, preferably in a local government environment. The candidate will have extensive technical and research abilities, as well as comprehensive knowledge and understanding of current geographic information science, methods, trends and best practices. You are proficient, at an expert level, with ESRI’s ArcGIS technology suite including: ArcGIS desktop products, their applications and extensions; the ModelBuilder geoprocessing framework, Python scripting and Feature Manipulation Engine (FME); Spatial Database Engine (ArcSDE) and geodatabase concepts; ArcIMS and ArcGIS Server. You are also experienced in managing and supporting enterprise-wide geographic data repositories and associated data dictionary. Experience with Oracle SQL, object-relational database design, Unified Modeling Language (UML), and programming would be considered assets.
