Duties:
Reporting to the Director of Land and Property Programs the Coordinator of GIS is the custodian and authority for the cadaster/digital property mapping which is collected and maintained by the Land and Property Programs advises the Director on the future direction of GIS within the Land and Property Programs. S/he ensures that the management, integrity and currency of the digital property mapping and associated GIS layers meets the required standards and provides quality advise to senior management on GIS data maintenance, data management, distribution and integrity. This position plays a key role in the development, implementation and monitoring of policies and procedures associated with the collection and maintenance of the digital property mapping and associated GIS layers within the Nova Scotia Property Records Database. S/he works in conjunction with the Land Programs Data Administrator and the System Manager to ensure land programs needs are met. This position plays a key role in the implementation of significant changes to the GIS tools and technology. S/he provides expert advice to the Senior GIS Technicians on the Property Mapping/GIS program policy, standards and in conjunction with the Administrators of Policy and Procedures, ensures GIS policy, practices and standards meet program policy requirements.
Qualifications:
A bachelor’s degree preferably in Survey Engineering, Computer Science, Land Information Management, or equivalent, plus 5 years experience or an acceptable combination of training and experience. A thorough knowledge of current GIS technology and experience or an acceptable combination of training and experience. A thorough knowledge of current GIS technology and experience in implementing and overseeing GIS technology and quality assurance of GIS data as it relates to the attribute and spatial database. A solid understanding of GIS practices and approaches and the application of Geographic Information Systems as an analytical tool and land information management tool. A thorough knowledge of GIS technology such as CARIS, ARCINFO, and a sound understanding of database management systems as they related to GIS. An understanding of the integrated Land Registration System, land programs policy and requirements as they related to the Property Mapping Program and more particularly the GIS component. Preference will be given to candidates with experience in the integration of GIS with an Oracle database and the knowledge, skills and ability to implement and over see the transition to CPD technology. The ability to work effectively within a team environment and interact with a wide cross section of people performing various functions within government and private sector for the purposes of presentation, training and multi partnered projects will be considered a significant asset.

Classification Range: PR 13
Salary Range: $48,567 – $59,038
