Ecosystem Geomatics Technician – Parks Canada (Churchill, Manitoba)


NEW full-time position in the following National Park of Canada: Wapusk National Park of Canada

This competition is open to all employees of Parks Canada across Canada and persons residing or working in Churchill, Manitoba, and within a 1,500-kilometer radius of Churchill, MB, within Canadian territory extending to, amongst others, Winnipeg, Manitoba, Saskatoon, Saskatchewan, Calgary, Alberta and Thunder Bay, Ontario*.

In your role as Ecosystem Geomatics Technician, you will be a key member of the resource conservation function, and perform a variety of duties, including:

  • Maintain spatial and non-spatial databases in support of resource conservation and park management;

  • Provide geomatics technical advice in the manipulation and analysis of spatial and non-spatial resource conservation and other management data to other functional specialists, park managers and partners to support management initiatives and projects;

  • Provide field and project technical services and expertise to Parks Canada staff, co-operative management partners, and the scientific community in the development, delivery, and presentation of natural/cultural resource management and monitoring programs;

  • May be required to supervise students and casual staff.

You have graduated with a geomatics (GIS) or information management technical degree, diploma or certificate from a recognized university or college OR a bachelors degree from a recognized university with courses in GIS and specialization in fields such as wildlife management, geography, natural sciences, natural resources management or other related fields.

You have:

  • Applied work experience in geomatics and/or information management in the field of resource management;

  • Experience in graphic and written media and oral presentation;

  • Experience working as part of a multi-disciplinary team;

  • Experience providing computer network, hardware, and software support and in the use of information technology such as plotters and printers, LAN/WAN networks, and GPS or other data-logging computer hardware and software;

  • Extensive applied practical application of the various accepted standards, principles, and techniques associated with geomatics and data information management in the field of resource conservation and in programs such as ArcGIS 9. X, MySQL, Microsoft Access, Excel, etc;

  • Experience using a variety of means of transportation.

Your annual salary will be between $49,701 and $60,468 per year, plus an isolated post allowance.

You will work full-time, year-round, starting in summer 2007.

QUESTION 1:  Clearly demonstrate how you meet the education requirement by:

  • attaching copies of university or college transcripts, being specific on GIS and information management related courses, and

  • providing a copy of your degree, diploma or certificate from a recognized university or college with acceptable specialization in geomatics and/or information management applied to natural resources, in natural science or natural resource management.

Official transcripts will be a pre-requisite of employment.

Appropriate university programs may include, but are not limited to: geomatics, biology, environmental science, conservation science, botany, wildlife management, marine biology, zoology, fisheries management, physical geography, geomorphology, ecology, physical geology and forest ecology.

 

QUESTION 2:  Clearly describe how you have acquired related experience in one or more of the following (Please note that less significant experience may be given partial credit and volunteer work may be considered depending on depth of your role.)

You must demonstrate that you have had a significant applied work experience in:

  • geomatics and/or information management while executing or participating in one or more research and/or management projects such as resource studies, monitoring programs, active management/restoration projects or environmental assessments. Identify geomatics and information management software that you have used. The projects must be considered relevant to national park resource management.

  • making presentations

  • providing computer network, hardware, and software support and in the use of information technology

  • working as part of a multi-disciplinary team.

Your response to Question 2 must include the following:

  • Position title;

  • Name of employer / organization and supervisor’s name / title;

  • Period of employment (from / to and Day/Month/Year).  Exact dates must be provided.

QUESTION 3:  Clearly describe your outdoor travel experience.

 

Detail your experience in EACH of the following areas:

  • Hiking / backpacking;

  • Water travel: motor boats and canoeing / kayaking (ocean or freshwater); and,

  • Oversnow vehicles, all-terrain vehicles.

 Be specific in your descriptions and include:

  • When – average number of trips taken over past five years;

  • Where – terrain type / geographic location;

  • Number of overnight, multi-day trips;

  • Average distances covered per day / per trip;

  • Equipment used; and,

  • Level of participation – leader, coordinator, team member or solo.

 

STATEMENT OF QUALIFICATIONS

APPLICANTS WILL BE SCREENED AGAINST THE FOLLOWING CRITERIA:

Education:

  • Graduation with a geomatics (GIS) or information management technical degree, diploma or certificate from a recognized university or college OR a bachelors degree from a recognized university with courses in GIS and specialization in fields such as wildlife management, geography, natural sciences, natural resources management or other related fields.

Language:

  • English essential

Experience:

  • Applied work experience in geomatics and/or information management in the field of resource management;

  • Experience in graphic and written media and oral presentation; 

  • Experience working as part of a multi-disciplinary team;

  • Experience providing computer network, hardware, and software support and in the use of information technology such as plotters and printers, LAN/WAN networks, and GPS or other data-logging computer hardware and software;

  • Extensive applied practical application of the various accepted standards, principles, and techniques associated with geomatics and data information management in the field of resource conservation and in programs such as ArcGIS 9. X, MySQL, Microsoft Access, Excel, etc.;

  • Experience using a variety of means of transportation.

SHOULD YOU CLEARLY DEMONSTRATE THAT YOU MEET ALL OF THE ABOVE, YOU MAY BE INVITED TO THE NEXT STEP OF THE ASSESSMENT PROCESS.  AT THAT TIME, YOU WILL BE RATED AGAINST THE FOLLOWING CRITERIA AND MAY BE RATED AGAINST EDUCATION AND EXPERIENCE:   

 

Knowledge:

  • Knowledge of Parks Canada’s mandate and objectives related to ecosystem management and maintenance of ecological and commemorative integrity;

  • Basic theoretical knowledge in the field of computer assisted cartography, of geographical information systems, remote sensing and quantitative spatial analysis techniques;

  • Knowledge of Aboriginal issues with respect to protected areas management.

Abilities:

  • To develop, design and maintain databases such as Excel, Access, ArcGIS and METADATA in support of resource management activities;

  • To compile, manipulate and analyze spatial and non-spatial resource management data/monitoring data by using software such as Excel, Access, Word and statistical packages;

  • To produce cartographic products;

  • To communicate concepts and ideas – graphically, orally and in writing – to diverse groups and individuals at all levels within the public sector, aboriginal organizations and the general public;

  • To plan, organize, direct and control activities and projects;

  • To lead a team, coordinate and supervise staff to implement programs, projects and activities.

Conditions of Employment:

  • Possession of a valid driver’s license;

  • Ability to obtain and maintain Reliability security clearance;

  • Will be required to undergo and pass pre-placement and periodic medical checks;

  • A pre-employment medical examination of an individual and his/her dependants may be required.

Operational Requirements:

  • Work requires long period of time working indoor at a computer as well as working outdoors in all weather conditions;

  • May be required to travel to remote locations by small aircraft or operate transport equipment such as boats, quads, snowmobile, canoe, kayak or four wheel trucks with standard transmissions;

  • Requirement to lift and carry for prolonged periods up to 10 kilograms in sometimes difficult terrains;

  • Requirement to wear protective clothing and equipment as directed to prevent exposure to fungi, viruses or other biological agents;

  • Hours of work vary. Long hours may be required including evening or weekend work;

  • The work involves exposure to extremes in weather, to biting insects and wildlife;

  • Fieldwork may require overnight stay in primitive conditions;

  • First aid training may be required;

  • May be required to wear uniform;

May be required to complete Parks Canada firearms training.
