Strategic Initiatives Coordinator, Ktunaxa Nation Council


LANDS AND RESOURCES
Based in Cranbrook, BC, this position works with and supports a team to develop and manage strategic initiatives and relationships with third parties on behalf of the Ktunaxa Nation Lands and Resource Agency so that the Ktunaxa Nation plays a credible and legitimate role in managing lands and resources in the Traditional Territory.

Reporting to the Director, Lands and Resources, you will be engaged in and responsible for
supporting and co-ordinating the Ktunaxa Nation’s participation in negotiations, consultations and strategic initiatives with industry and government within an assigned portfolio that could include hydro, tourism, mining, oil and gas, coal-bed methane, forestry, alternative energy.

As a highly skilled generalist, you will have the ability to:
· learn quickly and work within a technical and strategic environment;
· provide analytical, research and strategic support to senior management on a number of
strategic initiatives/negotiations/special projects in a variety of sectors;
· develop policy, draft agreements, and liaise with legal counsel, and steward negotiations, and
consultative activity through the Ktunaxa Nation’s decision-making process;
· develop negotiation strategies and represent the Ktunaxa Nation Lands and Resource Agency with industry and government on strategic initiatives, negotiations and related matters.

The position demands the initiation of action/projects, strategies and processes to implement a variety of collaborative management initiatives, negotiation efforts, agreements and special projects.

You will participate as a member of a team on a number of initiatives/projects and develop detailed reports, discussion papers, briefing notes , option papers and provide recommendations to senior management on available policy and strategic options and then lead/assist in the implementation of those decisions. You will support and/or lead a number of projects and staff resources as required and conduct/initiate discussions with government and industry.

KEY RESULTS AREAS
· Engage with Industry and Government on key initiatives and land-based projects associated
with the Ktunaxa role in decision-making and planning processes regarding the Traditional
Territory.
· Develop Agreements and Strategies to implement key initiatives and land-based projects
· Steward the Decision-making process
· Identifies, develops and implements policies and procedures.

POSITION QUALIFICATIONS
Masters degree in Environmental Management, Land Use Planning, Resource Development, Aboriginal History / Rights or Public Administration

Or Bachelors’ Degree, with extensive related experience

Ability to synthesize a high volume of broad, complex and inter-related concepts / materials into a meaningful context that supports strategic initiatives

Excellent written and oral communication skills that can be adapted to a wide variety of audiences Negotiation and conflict resolution skills

Ability to:

· Produce a variety of documents that are succinct in a timely fashion
· Prioritize and manage a number of competing initiatives and timelines
· Resolve conflict and work out collaborative solutions
· Plan and anticipate outcomes, develop adaptive strategies for discussion and decision among negotiating teams and the Director of Lands and Resources
· Learn and grasp complex situations and projects quickly and then apply appropriate methods and strategies to identify a plan of action and incorporate that into the frame work of agreements / initiatives / special projects
· Follow up, track and monitor various tasks, decision points and projects to promote smooth operations, negotiations and implementation of agreements / initiatives / special projects
· Identify potential opportunities and risks

Knowledge of:
· Contract law, aboriginal rights and title, legal duty to consult and accommodate aboriginal rights and title interests, legislation, policy and regulatory processes specific to industry, treaty process, provincial and federal governments.

Word processing skills, Excel spreadsheet applications
