Summary of this Opportunity:
Rails-to-Trails Conservancy is a nonprofit organization working with communities to preserve and transform unused rail corridors into linear parks that enhance the health of America’s environment, economy, neighborhoods and people.  RTC is headquartered in Washington, D.C., with offices in the Northeast, Midwest, West and Florida.

Job Location:
This position is located in our headquarters office in downtown Washington, D.C., three blocks from the White House, and is easily accessible by Metro rail.

Job Duties:
The GIS Specialist serves as the technical liaison for RTC’s ArcSDE trails Geodatabase(Oracle platform); is responsible for populating and managing RTC’s Geodatabase; oversees the interface between these two databases; develops training programs for RTC staff to use the RTC Geodatabase and ArcGIS applications; provides cartographic and report services and technical support for various projects.

Other duties include: ArcSDE Geodatabase design and management, maintaining data-entry standards to ensure consistent quality in the spatial data, securing source data for rail-trails, and generating custom SQL queries with informational analysis of location, relationships, trends, patterns, adjacency, and proximity of source data. Verifies accuracy of data through communication with staff and trail managers, creates maps with attribute data and linear referencing and secures GIS data layers as appropriate to conduct analysis relevant to RTC’s work. Works with RTC web vendor to display all RTC’s spatial trail coordinates through web based mapping API and develops and oversees national GPS collection effort.

Supervisory Responsibilities:
None, this position will report to the Director of Information Technology.

Job Requirements/Qualifications:
Excellent GIS technical operating experience including enterprise- and project-level GIS implementation, analysis, design, development, and programming of GIS applications and databases utilizing ESRI’s ArcGIS product family including ArcEditor, ArcView, and ArcSDE. Familiarity with GPS data collection and data processing techniques and experience with web based mapping API’s highly desirable.  Basic programming skills with VB, VBA, ArcObjects, and JavaScript are also highly desirable.

Must possess excellent interpersonal and organizational skills, high energy, the ability to communicate in both verbal and written form (with technical and non-technical users), be self-motivated, exhibit good leadership skills, meet deadlines, work well with others and independently under pressure, and possess innovative problem solving skills. Previous GIS training experience is also highly desirable.

Bachelor’s degree in Geography, Urban Planning, Engineering or Computer Science and 2 years work experience with direct experience using GIS.  Familiarity with geo-spatial analysis and report generation, including creation of custom SQL queries.  Verifiable ability to create cartographic maps for reports, presentations, and previous experience with ArcSDE geodatabases stored in Oracle.

Work Environment:
Normal office setting with low to moderate noise level.
