Information Services Corporation (ISC) of Saskatchewan is a customer-focused provincial Crown Corporation that is responsible for the administration of land titles, geographic information systems (GIS), surveys, mapping and personal property registries. We are seeking a self-directed, innovative and customer focused individual to join our team. Reporting to the General Manager, Delivery, you will be responsible for managing people, process, procedures of systems involved in maintaining the integrity and high quality of GIS data within the ISC environment. You will also be responsible for managing GIS data, staff, associated processes and supporting systems. This includes the input into the Integrated Spatial Database (ISDB) and parcel data quality within LAND; managing Plan Index Tracking System (PITS) data entry, Plan Processing System (PPS)/GIS data customer inquiries and search requests; and managing the system releases for components of LAND and GIS.

This position assumes a lead role and is the key contact with technology product experts to advance the geomatic strategy and supporting systems. You will also mentor, lead and manage employees to achieve a fully integrated and efficient unit, ensuring that the goals and objectives of the Business Units are met and/or exceeded. You will also be a critical member of the Delivery Team ensuring that end-to-end business processes are optimized for all stakeholders.

Successful candidates will have:

  • A post-secondary degree in Survey Engineering or a diploma in Survey Technology, Drafting Technology, GIS Applications or related field and/or equivalent experience.
  • Working knowledge of the Provincial Land Survey System, Torrens Land Registry System, Land Surveys Act 2000 and Regulations, Land Titles Act 2000 & Regulations and Planning Development Act.
  • Extensive knowledge of GIS/PPS business processes, procedures, policies and Plan Index and Tracking System.
  • Extensive knowledge of Conversion, Titles Processing and E-Business processes, procedures, and their integration points with Plan Processing & GIS.
  • Extensive knowledge of the all GIS layers and model; all integration points with Plan Processing, LAND, the applications used; Cadastral Editor (CE); Quality Control (QC); PITS; ISDB Extract/Commit process (GATE); and the requirements of ISC’s GIS clients.
  • Extensive knowledge of project management and methodologies.
  • Technical proficiency and innovation for resolving complex problems.
  • Knowledge of budgeting, forecasting and human resource management, including a commitment to the leadership and development of people.
  • Strong interpersonal and analytical skills to resolve disputes, solve issues, and complex problems.

You will have demonstrated the ability to:

  • Explain new and existing procedures, processes or requirements to all levels of ISC, consultants, stakeholders and clients.
  • Prepare and present highly technical information in manner that is understandable to clients, public, senior management and employees.
  • Discuss sensitive issues with employees in a professional manner.
  • Exercise sound judgement to make tactical and/or technical decisions within current policy and/or financial implications.

You will be:

  • Discrete in order to handle sensitive information appropriately;
  • A team player that interacts positively with colleagues, managers, stakeholders & service providers.

This is an out-of-scope position within ISC Band 4 compensation salary range of $54,006 to $71,822 per year.
