Position Summary
OBJECTIVE
The objective of this position is to deliver and manage programs intended for Aboriginal people living on reserves and off reserves and participate in the development and implementation of Aboriginal capacity development activities.
ACTIVITIES AND ACCOUNTABILITIES
On-Reserve Portfolio Management and Delivery
Explain program guidelines and criteria by transmitting the budgets to the communities in order to achieve a common understanding, analyze construction and renovation projects by preparing various financial scenarios in view of ensuring the viability of these projects, and perform commitment activities.
Explain CMHC´s expectations with regard to management to ensure a good understanding of the operating agreements.
Analyze and comment on financial statements in order to help communities improve their financial management.
Coordinate physical inspections and follow up on them with the communities in order to ensure sound risk management for CMHC, while helping communities maintain their housing stock in good physical condition.
Plan and conduct client visits to advise communities on their management practices; negotiate recovery measures, as required.
Work as a team with the other Advisors, Aboriginal Housing, to improve management processes and methods and harmonize actions.
Off-Reserve Programs
Ensure the effective and efficient management of the federal-provincial housing portfolio and budgets managed by the Société d´habitation du Québec (SHQ) to justify the adequate use of public funds intended for Aboriginal people living off reserves and promote a social housing stock that meets acceptable livability conditions.
Analyze the budgets and budget increases requested by the SHQ and recommend their approval to his/her supervisor.
Identify and analyse issues and trends, and keep management informed of them.
Establish and maintain harmonious relations with the SHQ representatives, in view of facilitating the interpretation and consistent application of policies, finding possible solutions to problems encountered and identifying opportunities to improve processes and programs.
Cooperate with the Analyst, Financial Operations, from the Federal-Provincial Agreements team at the Quebec Business Centre, when establishing and revising the budgets, to ensure that the sums are distributed in line with the needs.
Ensure the smooth operation of the process for projects in difficulty introduced with the Loans Administration team, to remain the resource person for the SHQ and maintain the liaison with the Direct Lending team.
Aboriginal Capacity Development
Participate actively in the development and implementation of customized joint action plans in order to gradually bring First Nations toward greater self-sufficiency and accountability, while ensuring sound risk management for CMHC´s portfolio.
Work as a team with the Senior Advisor, Aboriginal Capacity Development, to identify housing sector job creation opportunities, promote partnerships with stakeholders from other sectors (e.g. Health Canada, Education, HRDC) and assess training needs in order to contribute to Aboriginal capacity development.
Ensure the liaison between the communities and the Senior Advisor, Aboriginal Capacity Development, in view of maintaining consistent communications.
Other
Get involved in different national and regional ad hoc committees and in committees with First Nations, Indian and Northern Affairs Canada (INAC) and other federal departments in order to make sure that the actions taken are in line with national directions.
Identify potential issues and forward them to management so that appropriate actions may be taken.
SPECIAL REQUIREMENTS
Education and experience
Bachelor´s degree in administration or social science and three years of experience in the delivery and/or management of social programs, community action or any other related field, or else any other combination of education and related experience.
Skills and knowledge
Capacity to review and analyze financial statements.
Oral and written communication skills in both official languages and interpersonal skills.
Capacity to travel to remote areas and aboard small aircraft.
Knowledge of Lotus and Microsoft software suites.
